ITMS is stuck on reviewing credit card information

I am trying to set up an iTMS account for my dad on his laptop. It seems that someone created an Apple ID for him a while ago, and so when I tried to log in to the Music Store it forced me to review the account details. I entered all of the credit card information when prompted, but after clicking "Done" I saw the same screen again (with nothing to indicate that any field had been filled out incorrectly). Clicking "Done" again resulted in an error, as the first twelve digits of the credit card number had been converted to "•" and so the number was no longer valid.
This happens with two different credit cards, and restarting iTunes seemed to have no effect. How can I solve this problem? (No music has been purchased with the account, so it could potentially be reset entirely if that's necessary.)

    then credit card details will need to be entered before the account can be used to download any item from the store.
    If you are getting a prompt to review your account when trying to use it then you could see if this post by mountaingoatgirl lets you do so without needing to enter credit card details : https://discussions.apple.com/message/24303054#24303054
    If not then you will need to create a new account, and use the instructions on that HT2534 page when creating it. If you want to use the same email address then you will need to replace it on that account first e.g. by tapping on it in Settings > iTunes & App Store on your iPad, via the Store > View Account menu option on your computer's iTunes or via http://appleid.apple.com
    (For future info typing all in capitals is considered shouting and makes posts difficult to read, and may mean that people are less likely to reply.)

    Create a NEW account using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.

    Thanks for using the Apple Support Communities.
    If you have a payment source associated with your Apple ID, it needs to be a vaild form of payment.  To troubleshoot issues with your payment type being declined, please follow the steps below.
    In most cases, this issue is caused by a formatting error in the billing address that you have provided. You can correct the issue by verifying that the information you have provided is correct, or by changing the format of your address to match the format that your credit card company has on file.
    You can verify and/or modify your billing address by following these instructions:
    Open iTunes.  If you are signed in to iTunes, skip to step 4.
    Note: Verify that you are signed in to the correct iTunes account. If you are unsure which account you're signed into, choose Store > Sign Out and proceed to step 2.
    Choose Store > Sign In.
    Enter your account name and password, then click the Sign In button.
    Choose Store > View My Account.
    Click the Edit Payment Information button.
    In the Payment Method section, choose None.
    Click the Done button at the bottom of the page.
    Click the Edit Payment Information button again.
    Enter your billing address exactly as it appears on your credit card statement.
    Select your credit card type in the Payment Method section.
    Enter your credit card information, your card's security code, and the expiration date.

    Yes, it's frustrating.
    I don't have my iPod with me but, as I recall, the change is done in Settings/Store.  That change will apply to NEW purchases.  However, be aware that all purchases are permanently associated with the Apple ID that was originally used.  Generally, it's only a problem when you need to update an app.  IF you do your updating from iTunes and your logged in to the "wrong" ID, you'll need to log out and back in again.  It's easier from the iPod as you do not need to log out/in but you do need to know the password.
    Unfortunately, you can not merge IDs nor can you transfer purchases from one ID to another.  Go here to find out exactly what you have.  I have the same problem so I deliberately made both passwords identical to make things slightly easier for me.
