ITunes 11 will not load and run on Win 7 32/64 bit

I updated three Win 7 32 bit systems and one 64 bit to iTunes 11.0.0.163 and one IOS 10.8.2.
The Mac works on 10.8.2
The others have varying degrees of difficulty:
                1. Win 7 32 Bit will not launch (removed restarted and downloaded 4 times)
                2. Win 7 32 bit will launch but the iTunes store will not open and iTunes freezes (installed once)
                3. Win 7 32 bit will launch but the iTunes store will not open and iTunes freezes (installed once)
                4. Win 7 64 bit will launch but the iTunes store will not open and iTunes freezes at store (installed once)
We have the following relying on iCloud and iTunes:
                1. iPhone 5
                2. iPhone 5
                3. iPad
                4. iPad Mini

Having same problem.  I deleted the iTunes preferences file because I had read that could help (it's in your User folder -> AppData -> Roaming -> Apple -> iTunes).  You'll know if you've done it right if you need to agree again to the terms upon launch.
Anyhow - that solved the problem for me.  For a while.  =)  As soon as I tried making a purchase on the Apple Store, I had to login - and the same thing happened as you describe (and as I experienced upon first install).  Seems to work fine for 3-5 seconds, then hangs up.  No message, no nothing.  Everything else on PC works.
So I narrowed it down to : signing in to the Apple Store.  Because of my deleted prefs, it doesn't automatically sign in anymore, and iTunes runs just fine then.  As soon as I try signing in to the Apple Store, iTunes will freeze in 3-5 seconds.
Try that if it works, maybe we can budge Apple into action...this is kinda frustrating, as it took me two purchases to figure this out (which I still don't have!).  Would love to see a fix to this, because as it is, even though I can enjoy my library, I can't make any purchases.  Unless, I suppose, I bought them on Amazon or something, then added them manually...but that would defeat the purpose of having iTunes, I suppose.

    Quit the app and restart.
    Go to the home screen first by tapping the home button. Double tap the home button and the task bar will appear with all of your recent/open apps displayed at the bottom. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner of the app that you want to close. Restart the iPad.
    Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
    Or reset the iPad.
    Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.

    I know very little about windows but security software is notorious for causing the type of problem you have, you may want to contact Symentec and ask them which settings you need to change.

    The ONLY caveat with it is: You CAN'T drag & drop files on it to open them. You MUST use the browse function to select them. If you drag and drop, it multiplies the output files. A 10 track album will produce 45 converted files.

    I had the same problem just after updating to iTunes 10.5.  I found the solution on another thread https://discussions.apple.com/message/15905544#15905544
    The solution was to run as Administrator Programs>Accessories>Command Prompt
    (to run as Administrator you right-click the option and choose run as admin) 
    Then type in the command netsh winsock reset
    Then restart to complete, this worked for me.  Hope it helps you.

If I try to manually deselect itunes from the DEP filter, of course I get a message that itunes cannot operate without the DEP active...another Catch 22 from the evil program designers....

    Go to Control Panel > Add or Remove Programs (Win XP) or Programs and Features (later)
    Remove all of these items in the following order:
    iTunes
    Apple Software Update
    Apple Mobile Device Support (if this won't uninstall move on to the next item)
    Bonjour
    Apple Application Support
    Reboot, download iTunes, then reinstall, either using an account with administrative rights, or right-clicking the downloaded installer and selecting Run as Administrator.
    The uninstall and reinstall process will preserve your iTunes library and settings, but ideally you would back up the library and your other important personal documents and data on a regular basis. See this user tip for a suggested technique.

    I have a laptop that runs windows XP Pro, and my iTunes is corrupted to the point it will not load and I can not sync my iPad.  I reloaded iTunes and it can not complete a full reinstall, because my files are corrupted.  I would like to a completed de-install however I don’t want to loss my backup files.

    First try:
    Removing and Reinstalling iTunes, QuickTime, and other software components for Windows XP
    Then try moving the backup to a safe place and then rebuild your computer amd backup up your Tunes library.
    Windows XP:\Documents and Settings\(username)\Application Data\Apple Computer\MobileSync\Backup\
    Note: To quickly access the Application Data folder, click Start, and choose Run. Type %appdata% and click OK.

    Please read this whole message before doing anything.
    This procedure is a diagnostic test. It’s unlikely to solve your problem. Don’t be disappointed when you find that nothing has changed after you complete it.
    The purpose of the test is to determine whether the problem is caused by third-party software that loads automatically at startup or login, or by a peripheral device. 
    Disconnect all wired peripherals except those needed for the test, and remove all aftermarket expansion cards. Boot in safe mode* and log in to the account with the problem. The instructions provided by Apple are as follows:
    Shut down your computer, wait 30 seconds, and then hold down the shift key while pressing the power button.
    When you see the gray Apple logo, release the shift key.
    If you are prompted to log in, type your password, and then hold down the shift key again as you click  Log in.
    *Note: If FileVault is enabled under OS X 10.7 or later, or if a firmware password is set, or if the boot volume is a software RAID, you can’t boot in safe mode. Safe mode is much slower to boot and run than normal, and some things won’t work at all, including wireless networking on certain Macs. The next normal boot may also be somewhat slow.
    The login screen appears even if you usually log in automatically. You must know your login password in order to log in. If you’ve forgotten the password, you will need to reset it before you begin. 
    There will be no audio output in safe mode. The question to be answered by the test is whether any devices are listed in the Sound preference pane. After testing, reboot as usual (i.e., not in safe mode) and verify that you still have the problem. Post the results of the test.

    I believe the files need to be in MPEG-4 format. Or that is what I am converting my movies in and it works fine.
    Movies you download off of iTunes are in M4V format, which is probably Apples MPEG-4 format name.

    Thank you for providing so much information about what is going on.  It sounds like you have setup iTunes to save new content to your new external hard drive in iTunes>Preferences, but it sounds like iTunes is not opening iTunes Library.itl file on the new external drive.  You have one last step to take to have iTunes point to your new external hard drive rather than your old one:
    Steps to create or choose a different iTunes Library file
    If iTunes is running, quit iTunes.
    If you are using Windows, hold down the Shift key and from the Start menu and choose All Programs > iTunes > iTunes.
    You should see the following screen:
    Additional information
    If you do not see the screen above, then you did not hold the correct key at the correct time. You may want to try again. Note that if you pinned iTunes to the Start menu programs, and open it that way, it may not work.
    Once you select "Choose Library," you will need to navigate to the iTunes Library.itl file on your new external drive.
