Experimental advice ... but, plausibly, the preference files containing the parental control setting may be damaged. If so, removing the iTunes preference files may help.
For the basic technique, see the "Remove iTunes preference files" section from the "User-specific troubleshooting" section of the following document:
iTunes for Windows Vista or Windows 7: Troubleshooting unexpected quits, freezes, or launch issues
To see those folders, you'll need to first set your PC to view hidden files and folders
In your Start menu, open Computer.
In your Organise menu, select Folder Options.
In the View tab, make sure that "Show hidden files and folders" is selected, and Hide extensions for known file types is unchecked.
Click OK.
Prior to doing the preference file rebuilds: Best to make a note of any custom preferences you have set up for your iTunes. (Rebuilding pref files returns preferences to their defaults ... so you'll likely have to set some of those custom preferences up again from scratch.) Also make a note of any third-party plugins/add-ons you have installed. You may have to reinstall those after the rebuilds.
Things to watch out for during the rebuilds
Rebuilding the preference files in the \Local\ location causes the iTunes license agreement to run. So you'll need to agree to that again.
Rebuilding the preference files in the \Roaming\ location causes the iTunes Setup Assistant to run. When prompted to do so, do not add files to your iTunes library. (Otherwise you'll end up with a library full of duplicates.)

I understand that I can set up a different Apple ID for the kids devices, or take physical control of the device and make the changes myself. However, my teenage son is technically savvy enough to have a job in Silicon Valley, as are most young people these days. However, in order to access his devices the current way, I first have to bypass the four digit pass code. This starts a fight of why I need in the device and continues to escalate. The argument that I am the parent will gain access but the fight is simply exhausting, and quite frankly shouldn't have to happen at all. He is not yet an adult, he did not pay for his iPad or iPhone and I, as a parent, should have not only have the right to change options at will, and from anywhere, but look at history or current activity when I feel like it.
I currently have the settings where app and in-app purchases require my password to be put in, and he must come to me to type it in, but I need more control and would like, and should be able to access any of our six devices and make individual changes simply by logging in to my account, with my password.
If I can see all my devices on the "Lost My iPhone" app, this technology should be easy to make happen.
C'mon parents! I have a pretty good kid, given all things that they can get into, but I am not stupid. For everything I see has been done, there is much more I haven't seen. I want my children to be kept safe and be able to know what they are looking at or listening to. We parents are the only ones who know our beliefs and what our kids can handle and when.

There are mobile device management solutions that can do this, including in Apple's OS X Server system, but most parents generally find that setting this up is more work than it's worth. If you're interested, though, there are a couple that at least purport to be free (I don't know if there are any hidden "gotchas"):

I don't think any, however, allow you to see current activity or browser history. iOS doesn't expose those to access from MDM solutions, to the best of my knowledge.

The limit of five applies only to computers, not to iOS devices, if that's what you're concerned with. But yes, you can have content from up to five different iTunes Store accounts on any given computer or iOS device.

Restore to your last backup. It will contain your camera roll photos and videos.

It shouldn't be. You can use multiple Apple ID's one one device. But keep in mind that purchases made under one ID are permanently tied to that ID. So if you need to update an app that was purchased with a certain Apple ID, it will needed to be updated with those Apple ID credentials.

Can't get Parental Controls Preference Pane to load

On a fairly vanilla iMac (Core 2 Duo, 2 GHz) running Mac OS X 10.5.4 I get the infinite colored pinwheel when trying to get into the Parental Controls pane of System Preferences.
This has been going on for several 10.5.x releases now, I can't remember exactly when it started.
I've tried repairing permissions and installing the latest combo updater (everything is up-to-date).
The error I see in the console is:
System Preferences[713] * -[NSCFArray objectAtIndex:]: index (0) beyond bounds (0)
Any and all suggestions are welcome.

Accessing itunes despite parental controls

Even though we have itunes turned off on parental controls, the kids can still access it through the search window in itunes. How do I disable all ability to access the itunes store and/ or internet?

It would appear (I haven't experimented with the time limits) that the controls lock the screen rather than logging the user out. As such, it won't automatically quit the applications running. You might be able to work around this by setting the "Log out after xxx minutes of inactivity" option in the General pane of the Security system preference. That would, or at least should, log your children out of their account, which will quit any running applications (though it will halt if there are any apps with documents that need saving) after they've been locked out for the night.
Perhaps someone else will have a more direct solution, though.

Hey there! So everytime I log into my guest account, Safari has parental controls turned on for some reason. Most odd. On my guest account it will not let me activate parental controls. The checkbox will not stay checked. I started another thread on this several days ago, but got no replies. Now you have the opposite problem.

If you are in Spain then you can only use the Spanish iTunes store - to be able to use, for example, the UK store you would need to be in the UK with a UK billing address and UK iTunes account. You can try requesting that the English language versions of books, films, etc be added to the Spanish store, but ultimately it's the content provider (e.g. the book publisher, film studio) that will have to grant Apple a license to sell them there : http://www.apple.com/feedback/itunes.html
