You can restore your iPod to "New" which will erase every thing and install fresh iOS software or you can restore to a particular backup that you have previously created. In this case, your iPod Apps & data will appear as per the backup. Note that some content is not in a backup and will need to be synced back to the iPad from the iTunes music library or from, for example, the iPhoto photo library.

I don't think it's exactly an incomplete installation brody, but most likely in-correct permissions somewhere along the line that either happened, or became magnified during the upgrade. Also, it could be corruption as well.
First thing to do, is boot up holding down Shift key to do a safe-boot so we an clean up any corrupted OS caches, after that do another reboot, but go to the Lion recovery, and scan the HD for errors, repair any if you find them, and then try to do a Repair Permissions job.
That should fix the issue, if not, we can start doing a PRAM reset and SMC for good measure. -

The iCloud backup includes most things except non-iTunes purchased but the iTunes backup does not include those either. For what iCloud includes see:

The app store always gives you the option to use a previous version of the app IF it is available for your device.

I did a search on "recovery mode loop"..you might take a look at the following threads to get some ideas...some mention is made of "USB conflicts"..not sure how valid that is.....they also mention doing a hard power down of the device...sounds like if you absolutely can't get it out of recovery mode, a trip to the Genius bar will be necessary...

I am not able to add video files to my itunes after installing itunes 10.7.0.21
I Have been using, Ipad for only around a month or so (Ipad 2), and it was only yesterday that i tried to use the Itunes. I first downloaded the latest itunes (10.7.0.21), and took backup of all my Ipad data.
After this, I wanted to add some video to my ipad, as it was essential to add the same to My itunes first, I roceeded to do just that. I went through this command {File - Add File to Library}, and then went on to select the Video file. There's just a flicker, and then nothing happens at all - the itune screen remains, and there is no error message too. Whereas, I can easily add Audio Files.
After this, I even downaload the latest Quick time (7.7.2), as I had read somewhere that the same is necessary. When I tried to open the Video file in Quick time, it did not open. After that I downloaded the codec DivX and DivX player. Though the Video plays in DivX, it refuses to open in Itune and does not play properly in Quicktime (slider moves, but sound and video is not there).
Frankly, I am utterly confused.

We cannot open iTunes after installing it. When we click on the icon the licensing agreement comes up and we click Agree but then nothing happens. Each time we click the icon the agreement comes up. We've tried uninstalling and reinstalling but we have the exact same problem.

Restoring Apps AND Data back to "New" iPhone
I just got an iPhone 3GS a few weeks ago and, since I'd been using an iPod Touch for a year, I simply transferred over that data to my new iPhone using "restore from backup." Somewhere along the way I was also prompted to upgrade to iPhone 3.1.2. However, the whole time I've been using my iPhone it's been freezing up a bit, responding sluggishly (sometimes taking a few seconds), or refusing to send mail even when it has perfect reception. I'm getting sick of this and it seems pointless.
I DO have a lot of apps, but I doubt that's really the problem. I am thinking I should finally bite the bullet and wipe the phone, restore and set up as a "new iPhone." But I'm very worried I won't be able to get back my Application DATA-- all that juicy stuff I have stored in my budget apps, databases, etc. Is there any way to restore my iPhone to factory settings and then reinstall these apps including all their data, but without dragging whatever might be corrupt and slowing things down?OK, thanks for the quick reply, that's quite helpful. Just to clarify, then: Do you think it would mean anything then to do a restore of my iPhone to factory settings and then reimport from the previous backup? Would it reset anything or would it basically end up reproducing the iPhone as it was before I started the process?
If it's not going to do anything to improve the situation, I guess there's no point in doing it that way, and maybe I should try some Genius Bar help or just sacrificing some app data in order to get the iPhone up to speed first for ongoing use. -
