ITunes cannot sync... apps installed on the iPhone could not be determined.

I am trying to activate an original iPhone.  I keep running into issues (partially because the rest of the world is activating 4Gs phones).  I would appreciate any help that is available. 
I am working on a MacBook running OSX 10.5.8.  My iTunes has been updated- 10.5. 
I am currently getting a message- iTunes cannot sync apps to the iPhone “MRL iphone” because the apps installed on the iPhone could not be determined. The iphone screen shows the usb cord/plug pointing to the itunes logo whether attached to a computer or not.  And says slide for emergency use.
-I have restored to factory settings several times both from a previous backup and set up as new phone. 
-I have even attempted to use another Mac and a family member's windows machine with similar results on all.
-I have uninstalled and reinstalled iTunes
-I have put the phone into the recovery mode and restored from there
-I have restarted both the computer and phone numerous times
-I have replace the SIM card with a new card from the provider
-I have received an email saying the phone was activated (and have called to verify with the service provider)
I'm sure there are other things I have tried as well that I am forgetting, as I have been at this now for about 3days.  There have been times when I got nothing but a breif "accessing iTunes store" and then a white screen with the grey word iPhone in the middle.  At least now I have the normal summary screen when clicking on the device.  Unfortunately I am still getting an error "iTunes cannot sync apps to the iPhone “MRL iphone” because the apps installed on the iPhone could not be determined." I am not attempting to sync apps, just sync the phone to get a current/clean backup.  I will want to sync the apps, just haven't been able to get that far. 
By the way, prior to starting this process the iphone worked perfectly- no issues.  This just seems to have become an issue when I attempted to restore to factory settings for a clean start with the new line.
This is the furthest I have been able to get in the process.  I really need to get this up and running soon as I will need the phone for the work week.

Not sure if this is a solution or not but it seemed to work for me.  Simply restart your iphone.
From the iphone troubleshooting page
To restart iPhone, first turn iPhone off by pressing and holding the Sleep/Wake button until a red slider appears. Slide your finger across the slider and iPhone will turn off after a few moments.
Next, turn iPhone on by pressing and holding the Sleep/Wake button until the Apple logo appears.

    I'm the administrator on my PC. When I'm on the summary of my iphone it shows N/A as my phone number.
    Back up to icloud doesn't work because I didn't set it up before it stopped working
    When I try to activate it directly from the iphone I always get "Could not activate iphone. Your iphone could not be activated because the activation server is temporarely unavailable..." (for the past 3 weeks :s)
    I can access my music and everything from itunes.
    I even tried to restore it from the ispw file (using shift + restore) but I got an error message (sorry I don't remember which one) but it didn't work.
    I also tried device manager, select PC, scan hardware for changes (read it worked for some) but not for me after that I don't get the

    There are dozens of reports on this bug on the forums, and not one of the suggestions worked for me.  After reading slocks post at https://discussions.apple.com/message/17157627#17157627, I noticed that iTunes did indeed back up different apps each time I quit, restarted, and re-attempted sync, and that it always failed on the same one (USA Today in my case).  I deleted USA Today from my phone, quit and restarted iTunes, and synced again.  iTunes reinstalledUSA Today for some reason, but the sync completed then successfully, and all subsequent syncs also complete successfully.  I then noticed that the App Store was promptimg me to update USA Today, which I did fully expecting that the update would cause the problem to recurr, but it did not.  So it appears a corrupt app is causing this problem, and deleting the app from your phone may resolve it.
    If you are getting this error, my suggestion is to watch during the sync, and note which application is being copied when the sync fails.  Delete that app from your iPhone, and try to sync again.  Please post the results here.  Thanks!

    For me app wasn't the problem, the problem was the app needed updating.  I updated all in my iPhone, but that wasn't doing it.  I followed what someone else did and updated my apps "in iTunes" and it was perfect!

    I was getting the same error message. After reading your post, I updated all my apps in iTunes. Sync worked as normal after that. Now we'll have to see if this happens again when other apps are updated.

    I received the same error message after I had recently updated iTunes to 10.5.1 and I had wirelessly updated 13 apps.  I had to go into iTunes and select Apps, on the bottom right it said I needed to update 13 apps.  I updated the apps via iTunes and then synced again without an issue.

    I also got this message when trying to sync my 3G iPhone. I followed several suggestions found here: tried restarting everything, then changing automatic updates in iTunes. I  also tried the "scan for hardware changes" suggestion, but nothing worked.  Then as per the above posters, I also went into iTunes, selected Apps, and went to the bottom right to get App updates. A list of needed updates appeared with the icons, and as they updated, the icon would disppear, until I was left with   "SoundCloud".  It appeared to update fine, but the icon remained. I clicked "get update" a couple of times on the icon....it would update but the icon stayed on the list.   I tried to sync after this and still got the error. . Then I then deleted SoundCloud from the phone, and the sync worked fine.  SoundCloud was reinstalled on my phone during Step 4 of the sync. Hope this helps!!

    1) The files are in the iTunes folder. The iTunes folder is in your Music folder which is in your home folder (user).
    So go to <user home>/Music/iTunes.
    2) Any files that end with .xml, .itl, or itdb. Please note that I had upgraded iTunes many times over the years and had several obsolete versions of those files in my iTunes folder. By moving them out and forcing iTunes to create new ones (see steps 3 & 4 above), I was able to determine which ones iTunes actually needed. Those were the files that I copied back into the iTunes folder, overlaying the new empty files.
    3) Always make backups before you try tricks like this. I would recommend backing up your entire iTunes folder. I did not experience any data loss. Those files seem to contain your iTunes library information but not the actual music, movies, etc. When I started iTunes in step 3 (see above), iTunes showed an empty library. After performing step 4 (see above), I started iTunes again and it showed all my music, movies, etc. So I assume that the actual media files are stored elsewhere. Again, always make backups before trying something like this. I use Time Machine.

    THis error happens even after i unlock the phone with my passcode.

    I received the same error message after I had recently updated iTunes to 10.5.1 and I had wirelessly updated 13 apps.  I had to go into iTunes and select Apps, on the bottom right it said I needed to update 13 apps.  I updated the apps via iTunes and then synced again without an issue.

    I've been getting the "iTunes cannot sync apps to the iPod because the apps installed on the iPod could not be determined" error message for a while. I have tried restoring my iPod but as soon as I try to sync it again (even with nothing changing in iTunes or on the iPod) I get the same error message. Whenever I want to add music to my iPod I have to delete everything and then wait hours for it to restore which is ridiculous. Anyone have any other suggestions for fixing this problem?
    I'm using a 3rd generation iPod touch with 4.2.1 software and iTunes 10.5.3.3

    The fact that there is so many discussions with no clear answer is the problem.
    I went back and looked through all the different suggestions and and tried them all to make sure I didn't miss anything. What finally worked for me was making sure all apps were updated on the iPod and making sure all apps were updates in iTunes (under the Library>Apps tab NOT under devices) and then syncing.

    I have a 3rd generation iPod touch. I just downloaded the IOS 5.0, I seem to have all the features (reader, notification center, newsstand, etc.), but I recently experienced a problem.
    After getting the update and restoring my iPod, iTunes started reinstalling all my music, apps, and videos. It reinstalled all my apps last, and before that, I used iTunes to delete a lot of them and organize them into folders. I then re synced it. Midway through this, I had to leave, but I had heard that I could sync my iPod wirelessly if it was connected to wifi and an outlet, so I checked the little box and tried this. However, I then got the error message "iTunes cannot sync apps to the iPod '______' because the apps installed on the iPod could not be determined". All my songs, videos, and 5,800 photos are on there, but half my apps are fully synced and usable, while the other half shows up with a loading bar at the bottom saying "waiting".
    Yes, I have the "Sync Apps" box ticked.
    Yes, my computer is authorized.
    Yes, I have verified that all the apps are in my iTunes.
    Yes, I tried plugging my iPod back into iTunes and manually syncing it.
    I would simply restore it and resync again, but the majority of my photos aren't on my computer, so if I did that, they would be gone. After I installed the IOS 5.0, and my iPod was restored, it automatically put all my photos back. If someone can tell me whether or not this is something that's automatic whenever you restore your iPod (whether it be manually from iTunes or from an update), that would also be greatly appreciated.
    However, what I'm looking for is simply a way to get my other 80+ apps back in working order without having to restore my iPod or anything too complicated.

    EDIT:
    I tried restarting my iPod... now it just says that the iPod cannot be synced because the required disk cannot be found.
    This update is seriously frustrating. I've heard from a lot of people that the wifi iTunes sync isn't working either.

    I'm sorry about your loss.
    Are you trying to recover data from this iPad, or to set it up as new (erase everything on it, and simply use the iPad as if it were brand new as your new iPad)?
    If the latter, you can place the iPad into recovery mode as shown here.  You may have to try this several times:

    Current setup
    - Dell Destop running Windows XP SP3
    - iTunes 10.5 as of 11/02/2011
    - iPad 2 iOS 5.0 as of 11/02/2011
    I recently got the error message iTunes cannot sync apps to iPad "ipadName" because the apps installed on the iPad could not be determined.  I had already upgrade the iPad to iOS 5.0 several weeks ago and had no issues.  I had also sync'f many many times in the past with no issues.
    I was able to sync on Sunday and then "All of a sudden", I could not sync on Monday.  Tried closing out all my apps on the iPad, that didn't help.  Tried restarted my desktop and the iPad and then sync, that didn't help.  Tried logging into my AppleID account via iTunes and iPad to see if that would clear up anything in the background, that didn't help.  I also couldn't really find anything on the web that helped.
    Come Monday, I decided to just delete the apps from iPad manually and go about it that way.  When I tried to delete the app, it did not give me the (x) option to delete. Weird?  Did a quick search online and someone suggested that the Restriction to delete apps was OFF.  DING, DING, that was it.  Checked my settings and sure nough, I had made that change late on Sunday.  Enabled the ability to delte my apps and was able to delete my apps.  Then I thought, would this also fix my sync issue?
    Crossed my fingers and attempted to sync my iPad in iTunes and like Emeril Says "Bam"!  I was able to sync my iPad once again without having to reset my iPad, etc. 
    I hope this helps many of you save several hours.  I also think that Apple should add additional verbage to that message such as check that you are not restricting the deletion of apps or something like that.

    Based on an online post, I tried the following and it worked for me:
    1. Windows 7: Control panel > Device Manager
    2. Right click my PC's name > "scan for hardware changes"
    3. Restart iTunes
    4. Restart IPad
    5. Connect IPad
    6. Still I got the same error
    7. Restart iTunes
    8. Restart IPad
    9. Connect IPad
    10. It worked and I was able to sync the apps!!
    Prior to this I had removed few apps, not sure that was a trigger.

    I'm pretty sure it's a bug in either iOS 6 or iTunes 10.7.  I kept getting it until I quit iTunes and re-ran it again.  I then started sync from the iPad itself.
