ITunes completely failing to open

When clicking on the iTunes icon to simply open it as normal is says ~
''Please wait while windows confugures iTunes'' then
'' Error writing file: C:\Program Files\iTunes\iTunes.Resources\de.lproj\Apple TV Help.chms '' and everytime i click retry it just comes staright back up again.
I have no idea what that means, or how on earth i could begin to resolve it. It has only started to happen today, as it was fine yesterday. Is there any one who thinks they have an idea on what to do?

Hello and thank you. Yesterday, iTunes working very good, allways workink good. No problems. Today, this mornig, is impossible to open iTunes. The screen, on windows, always, sign the same problem. I download the 8 iTunes version, but the problem is the same. I unistall and install iTunes many times, V7... and v8 version, and the itunes no open.
I do not understand nothing.
What is the problem?

    After upgrading to iTunes 10, the iTunes window fails to open. In task manager, the iTunes process runs, and occasionally the "Checking iTunes library" dialogue will pop up, but the window itself does not open. I have already tried most of the suggestions on the Apple help page [http://support.apple.com/kb/TS1421]. The issue is system-wide and I have tried the following:
    * Removing iTunes Configuration Files
    * Fix digital signing of Windows drivers
    * Check the iTunes and QuickTime installations
    However, the problem continues. It is not a problem with a virus on my PC, nor with a conflicting program. I'm at a loss as to what is causing this.
    PC meets all the required specs to run iTunes, except graphics card drivers are out-of-date. There is nothing I can do about this short of purchasing a new graphics card, however previous versions of iTunes have run fine.

    Try removing the Genius database.
    In the "Finder" go to the /username/Music/iTunes/ directory and delete the "iTunes Library Genius.itdb" file. This may allow the program to launch again. This file will be recreated upon first use of the "Genius" feature.

    With that one in that context, I think we should check for malware.
    Try downloading and installing the free version of Malwarebytes AntiMalware. Update your MBAM definitions and then run a full scan of the PC. (Takes about 2 hour on my Lenovo.)

    After upgrading latest upgrade all fine other than unable to access store.

    The problems appears to be related to upgrading your iTunes to 10.4.1 in Windows 7 (in my case).  You need to do a full uninstall and then reinstall iTunes.  You need to uninstall all 6 iTunes related components and in the right order. See this link for more assistance...

    On Oracle Metalink site, there are many documents which says that Oracle 32 bit software works on 32 bits OS and 64 bits software works on 64 bits OS. Official support is only in those combination....
    So there is no good way to help you in your case-XE is 32 bit application with hard codded compiled libraries which most of them would not work on 64 bit OS.

    Close your iTunes,
    Go to command Prompt -
    (Win 7/Vista) - START/ALL PROGRAMS/ACCESSORIES, right mouse click "Command Prompt", choose "Run as Administrator".
    (Win XP SP2 & above) - START/ALL PROGRAMS/ACCESSORIES/Command Prompt
    In the "Command Prompt" screen, type in
    netsh winsock reset
    Hit "ENTER" key
    Restart your computer.
    If you do get a prompt after restart windows to remap LSP, just click NO.
    Now launch your iTunes, Sync and see if it is working now.

    Can someone tell me why with the new insatllation of iTunes 10.6 it fails to open? Anyone else having this problem?

    I have this problem too on Windows 7.  It seems intermittent, but a faint outline of the application appears, but then nothing else.  Only way to continue is to kill the itunes.exe process from task manager.
    Edit: realised this is the Itunes for Mac forum.  apologies.

    I have just been forced to buy a new hard drive as my previous one failed totally unexpectedly. Hence, my OS (XP Pro) is newly installed, as is all my other software. Having downloaded and installed iTunes 6 I tried to initiate it but it fails to open. I can see the iTunes.exe in processes but it will not close when I try to kill it. It locks with a memory usage of 12,848 K every time. I can kill all other iTunes/iPod processes but not the iTunes.exe. My registry has no errors, I have no spyware (according to the MS AntiSpyware Beta) and no viruses.
    I have all the essential updates for XP Pro plus a selection of optional ones. My hardware drivers are also up to date.
    From a quick browse of the forums it seems that Norton Internet Security 2005 might be to blame for my problems. One of the pieces of advice I read was to use AVG software as an alternate (which I have used before and liked) as Norton IS 2005 stops iTunes from loading. I am willing to do that as a short term option, but NIS has always been my security system of choice and I would prefer to have the option to keep using it.
    What I would like to know is whether it is true that Norton IS 2005 causes this conflict and if there is a way around it without changing my choice of security or is NIS 2005 totally incompatible with iTunes? I may well be upgrading to NIS 2006 soon and would also like to know if this issue will reoccur if I do. The current conflict also seems to hugely slow down my shutting down speed.

    This may help you. Turn NIS 2005’s Personal Firewall OFF, (turn it OFF Permanently until your ready to turn it back on) then click CONFIGURE. ( Might be a good idea to disconnect from the Internet at this stage)
    Under the PROGRAMS tab remove any reference to Apple iTunes or iTunes or iTunes Helper Module or anything related. and reboot.
    After coming back go back to NIS 2005’s Personal Firewall, click CONFIGURE. Under the PROGRAMS tab click ADD at the bottom, a SELECT A PROGRAM window will pop up. Add the following files one at a time, iTunes.exe, iTunesHelper.exe, QuickTimePlayer.exe, qttask.exe, QTInfo.exe. The last 3 are found in your Quicktime folder where that is in your system. Click OK. Turn NIS 2005’s Personal Firewall ON, and try starting iTunes again.
    It seems the Quicktime files were never automatically entered into NIS 2005’s Personal Firewall allowable programs listing. Adding them manually should help. I also noticed that from my previous version of iTunes the program listed in the Firewall was named Apple iTunes and not iTunes after I upgraded to 6.
