ITunes could not update the carrier settings on your iPhone

When I try to download and install the new carrier settings file, I get the message "iTunes could not update the carrier settings on your iPhone. You do not have enough access privileges for this operation." (I got a similar message when I tried to download and install the OS update.)
I've been able to work around the problem by creating a different user and installing from there. But I'd like to be able to find and correct the cause of the error message instead of using a workaround. It seems like there's a file or folder somewhere that has somehow become read-only. Does anyone know where iTunes downloads the carrier settings and OS update files?

That was it. Somehow the owner of ~/Library/iTunes got changed to root.

Right after I posted the message I thought that the age-old placebo of repairing permissions might actually fix my problem. Because of your quick reply I found the ownership problem before repairing permissions. So here was the perfect chance for a test. Repair Permissions ran successfully but the owner of ~/Library/iTunes was still root. Repair Permissions fails the test.
I manually changed the owner to steve and was able to download and install the carrier settings.

    In using it, I found out other's have had this issue and it likely means you have a 3G iPad?  If you do, go into settings and turn off cellular data, then try to update again and you should be OK........

    I get the same error (although in Dutch ;-)).
    It also says something like (I'm translating): "Make sure your network settings are correct and your networkconnection is active or try again later." Is there a way to find out these "correct networksettings"?
    I now get it for a week, eacht time I connect my iPhone to itunes...

    I have a factory unlocked iPhone 3GS (eg: purchased from Apple).  I received the same message at some point and eventually (after reading a bit more) accepted "Download and Update".  No problem.  No apparent bad effects. It just seems to update things specific to the carrier (Bell Mobility in my case).

    If your phone is factory unlocked, or officially unlocked by your carrier, updating will NOT re-lock the phone.  If it was unlocke by unauthorized methods, any update or restore will re-lock it.

    I got this three times within the last 4 hours and have been getting it almost every day since I use my new iPhone 6 - over a week now. This happens almost every time I connect the phone to my MacBook Pro, although every time I confirm and it indicates successful update.
    It is highly unlikely that my carrier updates settings on daily basis or three times a day. It is almost surely a bug in the Apple system and anything but a timely and effective solution is unacceptable.
    For debugging information, I recovered a backup from my former iPhone 5 onto the new one, using the same carrier and SIM.

    Have problem with "Check for Updates" for iTunes or accessing iTunes stores.  Called Apple support locally in Singapore who couldnt help resolve the problem and was directed to helpdesk in Norway but after hours on the phone, they still could not solve the problem.  They are also referring solutions from iTunes support FAQs to go through the problem I encountered.  In the end, they said will escalate the matter to next level and will contact me back but they never did.  Other error message include "A program caused iTunes to stop working..."
    I am using a SONY Vaio with Windows 8.  Current iTunes version is 11.1.3.8.  Disappointed with Apple Support.  I was able to do backup with itunes though.  Appreciate anyone who encountered similar problem to share the solution.  Thanks.

    I got the same error but I think I know what's wrong with my situation. My iPhone 4 is programmed for a CDMA carrier that Apple doesn't support. I have limited ability with the phone... but I still love it.

    Ok I’m completely lost here....
    I’m running Microsoft Windows XP Home Edition Service Pack 3 (Build 2600), I updated iTunes to 11.0.2.25 and some other updates for windows last night on my laptop. I try connecting to download the iOS 6.1.2 update for my iPhone 4 and my iPhone 5 via iTunes. I am getting this message for both "iTunes could not contact the iPhone software update server because you are not connected to the internet. Make sure your internet connection is active and try again." Everything was fine with connecting prior to running these updates because I downloaded the 6.1 update with no problems when it came out.
    What I have done so far with which has made no difference:
    Checked my internet connection
    Changed my internet connection
    Signed out of iTunes and then signed back in
    Ran diagnostics via iTunes, comes back with: Network interfaces verified- Internet connection failed- Secure link to iTunes store verified
              Connection attempt to Apple web site was successful.
              Connection attempt to browsing iTunes Store was successful.
              Connection attempt to purchasing from iTunes Store was successful.
              Connection attempt to iPhone activation server was successful.
              Connection attempt to firmware update server was successful.
              Connection attempt to Gracenote server was successful.
              Last successful iTunes Store access was 2013-02-20 20:40:48.
    Disabled firewall, spy sweeper, virus scanner
    start>run>cmd> typed "netsh winsock reset"
    Rebooted
    Checked the parental controls in iTunes
    Start>control panel>internet options>connections tab> lan settings> selected the "automatically detect settings"
    Deleted iTunes and reinstalled iTunes
    When I would "ping gs.apple.com" it would come back with "request timed out" no matter what internet connection I was on, so I went into the hosts file  start>my computer>(C:)>WINDOWS>system32>drivers>ect>HOSTS and added  "#     127.0.0.1     gs.apple.com". Now it will ping gs.apple.com just fine but still comes up with the "iTunes could not contact the iPhone software update server because you are not connected to the internet" message in iTunes when i try to download the update.
    If anyone can come up with any ideas that I haven’t tried, please let me know. This is keeping me back from updating both of my phones along with if anything should ever happen to them; restores as well. 

    im computer is connected i can go to the apple store through itunes but when i plug my phone in i keep getting that alert... i plugged my phone in to update it after the apple loaded the itunes icon and a usb showed up.

    I am a teacher managing many iPod touches.
    I am trying to update the ipod software to version 3.1.3 but using my macbook (10.5.8) I cannot reach the update server and a I get the following error - "iTunes could not contact the iPod software update server". I am connected to the internet, I can access the iTunes store no problem.
    Using my windows XP laptop I can access the update server and I am using the same network ID and the same proxy settings.
    Any ideas?

    Forget the wireless modem part of the question. I tried plugging directly into my pc and still have the same problem...very frustrating!

    I've been recieving the error message "itunes could not contact the ipod software update server because you are not connected to the internet". This problem didn't occur at all for the past 2 years of using itunes.
    I've already scanned through numerous websites and forums for help, but none of them worked.
    This  set of instructions resulted in no change to any of the problems, though iTunes lists that as the supposed solution.
    # Open Internet Options from control panel.
    # Click the Connections tab.
    # Click the LAN Settings button.
    # Select the Automatically detect settings checkbox.
    Others include installing IE7, which that didn't work either.
    Can anyone help?
