ITunes insisting v4.2 is the latest version

When I click the 'Update' button iTunes is telling me 4.2 is the latest version. Here's what I've tried:
1. Tried another OS X based computer, same issue
2. Used the 'restore' function where you plug in the iPad and hold the home button
3. Complete reset/erased everything on the iPad, did a recovery from back-up
4. Complete reset/erased everything on the iPad, created a new setup (so without a recovery)
In all instances when I hit update iTunes says the iPad is at the latest version even though the version number is 4.2
The one 'exception' to this iPad is that I did use it for development during the 4.2 beta program, but have since removed it from the dev list (though originally it was on the dev list, and it didn't update that way either).
I'm sure I'm missing something obvious, but I have no idea.
My iPhone 4 updated to v4.3 just fine.

Try downloading the update manually from Apple's servers and install it by Option-clicking the Update button in iTunes and choosing the downloaded file.

Hope this helps.
