ITunes, iPad, iStore and a gift

I'm trying to receive an album from the Belgian music Store. 
Initially I had credit in the UK store that I had to spend because I couldn't change stores.  I spent it and then through the Settings repeatedly tried to change countries both with and without the gift code, with and without card details.  Using the link from the Giver's email I was told the AppleID couldn't access the Belgian store and that the gift code was not valid in the UK store.  So, logged onto the AppleID to change country details (address, language, little flag at the bottom of the screen ... etc), logged off everything deleted cookies and histories, started again - same result.  A stubborn resistance to change of country through settings, and a stubborn resistance through AppleID to changing my address.  Hmmm, nice gift, unattainable.
Suggestions?

Resetting the settings will reset things like the wallpaper to the default. It wont remove the apps or music.
As the previous poster said, the apps and music will be tied to the previous owners Apple ID, you'll need the password to update the apps and remain authorized to play the music.
I would suggest taking your stuff off (the camera pictures) then erasing all content and settings so the iPad is like new. For privacy reasons alone I would erase the device. I realise you want to keep the music, but since you haven't paid for it (it was purchased under someone elses ID) then it isn't yours to keep, you'll need to write down the tracks and purchase them under your ID.
