ITunes match tries to match my library every time iTunes is opened.

Question

iTunes match tries to match my library every time iTunes is opened.  This is on a Windows 8 PC.  So, every singe time I open iTunes, it tries to match the entire library even though it is all matched.  This takes up most of my internet bandwidth or whatever so basically I can't do anything else online while this is going on so, basically I can't use itunes. I tunes match works great on my iPad, iPhone etc.  And the library has been matched because all of my music pulls up on the iPad and iPhone fine. 
Is there a way to set iTunes so that it will not automatically try to match every time I open it?

That's probably it - "Never Register". I never had the problem, so never saw the message
There's no need to register iPods in iTunes, according to this article:
