Itunes not connecting after Formatting Pc

Question

After i had to formatt my Pc i can no longer access the iTunes store and will not let me play purchased tracks.I also cannot update mty ipod. Error messages for ipod when done self diagnostic include no ipod found, touch sync test failed. Can any body help.
