ITunes purchases not downloading on iPhone

I know this has been asked in other threads, but no one has answered it (including Apple), so I'm attempting to post my own with more information.
I have purchased Lady Antebellum "We Own the Night" (album). All but one song downloads ("Own the Night" - I'm including the song in case someone else having the same problem with this song).
The song starts to download, gets to almost 0 mb remaining, and then as soon as it's "Processing," I get the message "Download Error. Tap to Retry." I tap and tap, but the same thing has happened about 30 times (this is going on for at least 2 months).
I have deleted and repurchased the song, restored my phone to factory, unmatched my music, etc. I have basically reset everything possible. I contacted iTunes support with a problem with the song, and they issued me a credit. That's nice and all, but I bought the album because I wanted the song.
The suggestion I've seen is to tap "Pause" when it starts and then quickly unpause. This doesn't work for me. This is ridiculously annoying. If someone could please provide a solution, I'd greatly appreciate it.
(Note: there are a few other songs this is happening with, but this is the most mainstream one so I'm hoping I'll get a hit. Other artists include Band of Horses, Arcade Fire, and The National).

Is the computer authorized for the Apple ID that the content was acquired with?
Is the device backing up to iTunes on the computer or iCloud?  If backing up to iCloud purchases do not automatically transfer, the user must manually select Transfer Purchases.
