ITunes questions haven't reset?

I'll try to make it simple because I'm sure everyone's already heard of this kind of situation.
So I was trying to make a purchase on iTunes with my phone and it said that I needed to verify my identity. Of course it brings me to the security questions that I thought I remembered, only to find out that they're wrong. This kind of thing has happened before but I waited it out for a while and the 'verify identity' pop up went away and I was able to make purchases. Though now that it's back again I decided to go in and change the security questions and I clicked save and it said that my questions were reset.
Only problem is now that when I go to make purchases on my iPhone 4s, it STILL is asking me to verify my ID and brings me to the page of the old security questions from forever ago, it didn't reset to the new ones I recently made.
I even tried the Two-Step Verification and waited the three days and everything was secure but again, still asked for my ID verification, and old security questions.
So now I've turned Two-Step off and went back to security questions. I've even restarted my phone, signed in/out of itunes, nothing seems to work.
Any ideas?

You need to ask Apple to reset your security questions; ways of doing so include clicking here and picking a method for your country, and filling out and submitting this form.

Welcome to the Apple community.
You might try to see if you can change your security questions. Start here, change your country if necessary and go tomanage your account > Password and Security.
I'm able to do this, others say they need to input answers to their current security questions in order to make changes, I'm inclined to think its worth a try, you don't have anything to lose.
If that doesn't help you might try contacting Apple through Express Lane (select your country, navigate to iCloud help and enter the serial number of one of your devices)

Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If you don't already have a valid rescue email address, only Apple itself can reset the questions.

1. Update iTunes to the latest version. Plug in your iPod. If iTunes still can't recognize it, then in iTunes in the top left corner click help> run diagnostics. On the box that comes up, check the last two things. Click next and it should identify your iPod.
2. Click on your windows start menu. Type in "services". Click on it and when it pops up, on the bottom of it click on "standard". Now Scroll down to find "Apple Mobile Device" Right click it when you see it and click on "Start". When it has started, close iTunes and replug in your iPod and it should show up.
3. Check the USB cable
4 Verify that Apple Mobile Device Support is installed
5. Restart the Apple Mobile Device Service and verify that the Apple Mobile Device USB Driver is installed.
6. If you just want to add some photos, songs and movies from computer to your devices, you can use an iTunes alternative to do the job
7. Check for third-party software conflicts.

Slow to open and in force quit "Photoshop not responding" At this point should I uninstall and start over.

notice : when every time try to reset it by the retore utility it tolds ( your i pod obtaining information from your ipod)
and when i tried to restore it by the itunes it tolds ( there is an unknwon error num 1415)

Now the iPod is unusable with the Recovery mode loop. The full error below:
"iTunes has detected an iPod in recovery mode. You must restore this iPod before it can be used with iTunes."
I can see my IPOD under devices on the left pane of iTunes while the error displays. But when I click OK, the IPOD disappears under DEVICES as does the DEVICES category.

I am having the same issue! I see several people are having this problem, and I see there is no solution from Apple! Why is it I only see problems on this site and never any solutions?

Be good to know what the diagnostic results are.
I've also just run into an issue where I couldn't restore an iPod with a corrupt file system, and the "super fix" in that linked article wasn't working for me. I've run across a potentially useful workaround.
iPod Classic went on the fritz today just after syncing. Couldn't restore via iTunes, kept getting 1439 errors, Windows wouldn't format as FAT32, claimed the "Volume is too big for FAT32". Finally tracked down EaseUS Partition Master Home Edition (Free) and formatted as FAT32 with 128k clusters. The iPod is filling back up again. Might be worth a shot here...

So letme get this striaght...
You first create an album in iPhoto 08 with just the images you want put onto your iPhone 3G.
NEXT: you connect tou iPhone 3G and iTunews will open. You go to the iPhone in iTunes and select the photo tag and then select the album you had made for import and sync it with you iPhone. Will large image files automatically be resized for use on the iPhone 3G?
Most of my .JPG files are from 4 -5 MB each in size. What will it do with a RAW image file?

I am not 100% sure, but i BELIEVE that they do get resized because as it's syncing with the iPhone, iTunes will state that it is optimizing the selected photos for the iPhone, just like we would see for the iPod.
