I am very confused. iTunes says that I purchased a whole album, that I would never have bought because I don't care for the artist, but they did not take any money out of my account. How did this even happen?

I have a charge on my account and on an email that I did not make I wasn't on the app when it went off I was on a complete different site when I recovered the email

Nobody else has access to your account or devices and may have made the purchase - also emails are sometimes delalyed in being sent (I sometimes don't get them until the following day). If not then you can try the 'report a problem' page to contact iTunes Support : http://reportaproblem.apple.com

Music is designed to sync in one way only, and that is from iTunes to the phone. There is the expectation that you would backup the computer to save this data. There are 3rd party solutions to try and recover music from the phone to put back into a blank iTunes library.

I have taken over my daughters laptop and i have tried to uninstall itunes and reinstall so i could sign in under my name to see my purchases. however that idea did not work it as allowed me to sign in but it is still displaying her music any suggestions

Not sure what displaying her music has to do with it. You would have to delete her music if you want it gone. That has nothing to do with the issue of your music.
If you want your music, then copy it from your computer to hers.

ITunes downloaded something that I did not ask it to and it billed my account for it.

I had 86 cents left over from an iTunes card that I hadn't spent yet. Suddenly, iTunes starts downloading Iggy Pop's Neighborhood Threat, which I had bought and downloaded months ago. Making matters worse, I wasn't anywhere near the file on the iTunes Store.

To report an issue with a purchase, follow these steps:

The sleepimage file still reappears even if never slept. Delete it (hibernate off, etc) - within minutes its back.
