ITunes thinks that my iPad was never set up

I recently got a retina display iPad. I set this up out of the box, using the iPad's quick start, product registration, etc. This iPad -- which is fully set up and functional -- will not successfully interface with iTunes. Attempting to sync the iPad results in iTunes bringing up the initial product setup window, as if though my iPad had never been used before.
Yes, I have the most recent version of iTunes.
Yes, I set up the iPad with the same Apple ID as my laptop.
Yes, the iPad and laptop are registered in the same country.
I have used the app store on my iPad, accessed my stored  information, downloaded apps (both new and previously purchased), and I have seen no signs of any connectivity or usability issues other than this problem. The bizarre thing is that the iTunes Store accessed via my laptop is not showing any record of the new app purchases I have made on the iPad; it DOES show that money has been removed from my account.
The real issue: I'd really like to sync my music and some videos, but I don't want to just reformat my iPad and potentially lose access to the apps I've purchased on it (which aren't showing up in my iTunes).

This guy's message was a little bit different than the one that you are getting, but see if his strategic fix would be something that you would want to try to overcome this loop that you are stuck in.

    If Find my iPad was never set up then scroll down & follow the directions under Recovery Mode:
    Forgot passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
    If it was and the activation lock is triggered, then you will need to know the original Apple ID & password that her grandkids used to set it up or have them sign into iCloud & remove the device from Find My iPad before you can Restore it.

    Hello this is happening to us also (minus the Bluetooth speaker).  We can't figure out what is causing the data usage.  I turned off mobile data as soon s I activated the device, and got the message that unless I am connected to WiFi.....(that is exactly what I wanted). We watched Netflix for about three hours, then the alerts started.  Like you we have many devices connected and never used over 2GB now all of a sudden we have used it in a matter of hours.  My husband called Verizon  and got the usual doubting Thomas response.  I understand that they don't know my device settings.  So over the phone we check all the settings and turned  off every possible culprit eating up the data and end the call.  By now I have purchased another gig for the month!  Assured we are NOT using mobile data, we continue on the IE path to bliss.  HA!  A few hours later I check the mobile data usage on the Verizon website and that darn thing is still using data.  After two more phone calls and two VERY uneventful trips to the local store we were told to take out the sim card.  This has stopped the data usage, but it defeats the purpose of having the data plan.  I could have just stuck with my Surface.  Verizon sent us a new sim card.  Its been installed and I have set my homepage to Verizon mobile data usage (just kidding) but I am on that site a lot.   I am surprised at the number of complaints about this device.  When we called the Verizon support acted as though this was the first time they had heard about this.   Loved your post, you should write for a living.

    Forgotten Restrictions Passcode Help
    You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.

    To free up hard drive space the best bet is to move data files that you don't need access to all the time. Likely candidates are music, video, and photos. Things like word processing and spreadsheet files can also be moved but they tend not to be very large and so don't free up much space. The problem with moving the above mentioned files is that iTunes and iPhoto need to know where the files are stored.
    Here's an article explaining how to move the iTunes folder. You can move the iPhoto library using the Finder but there is a slight complication. Start iPhoto, open the Preferences and click on the Advanced tab. The first option is "Copy items to the iPhoto Library". If this option is checked, copy the iPhoto library to your external folder (drag it from the Pictures folder to your external drive) and then delete it from your Picture folder. If this option is not checked, it is a bit more complicated and we'll need to talk a bit.

    1'st step is to go into the device manager
    2 step is to go to portable devices (it is rught under network adapters)
    3 step is to right clic apple iphone and click update drivers
    4 step is to brows your drivers from C:\Program Files\Common Files\Apple\Mobile Device Support\Drivers
    After that it may find out that your iphone is an iphone

    i have done this on my ipad mini and my imac but they are still not syncing. my iphone 4 has the icloud symbol but it seems to be unresponsive to touch, I cannot get it to highlight or turn-on. Bit confused.

    If you had "Find My iPad" enabled in Settings > iCloud then you may be able to locate it. If not, you cannot locate it.

    AAAAnd I discovered the problem: User error. Somehow my old iPad's name and the new one got switched, so I was actually syncing my OLD iPad (OTA), rather than the new one cabled to the iMac.
    So never mind!

    Try calling Tech Support, they should be able to check to see if theres a lock and try to help you reset it, I had to call and get my account unflagged, for something that I didn't even do.

    You can only use a gift card in the country's store for which it was purchased.
    Go to the App Store. Tap the featured tab. Swipe down to the bottom of the screen and tap on the Apple ID. Tap View Apple ID in the popup window. Enter your password. Go to country/region to change the store.
