On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link. If you are doing it on your iPhone then you could try tapping on your id in Settings > iTunes & App Store and selecting 'View Apple ID' on the popup - that should also give you a payments link on your account's page.

iTunes store regularly ask me to change my password. When I change the password ask me to update my credit card informations. Updating informations charging me 2 euros. This happen to Greek store.

It will be removed from your card by your card issuer, which should happen within a few days (it varies by bank, and with the weekend coming up it might take an extra day or two). If you add the card back onto your account then it will get the same temporary charge again - each time that you add or change your card details the charge will be made as it need to confirm that the card is still valid and active.

The iTunes Store sometimes requires a credit card to check that an account is valid, but shouldn’t normally charge purchases to it(except for gifts) while there’s sufficient iTunes Store credit.

I don't know why this is so hard to find for people, It's pretty easy.
Open iTunes on a computer
Choose "Store" > view account (apple ID username)
You will then see iTunes account information screen "Account Information"
Click "Edit" which is to the right of the field "Payment Information"
You will see:
Please select a payment method.
VISA MASTERCARD AMEX NONE
choose "None"
Click "Done"

You should be able to do it on your computer's iTunes via the Store > View My Account (Store > View My Apple ID on iTunes 11) drop-down menu option - there should be a payment section on there. Or you might be able to do it on an iPad, iPhone or iPod Touch by tapping on your account id in Settings > Store (Settings > iTunes & App Store on iOS 6).

What do you mean by 'refusing from the system', if you are getting an error message then what does it say ?
For a credit card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are. If it is and if you are getting a 'declined' message then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes Support (these are user-to-user forums) and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
If when trying to download you are getting a message about a 'problem with a previous purchase' then that implies that iTunes wasn't able to collect the money for your last purchase. When I wish to update an app or purchase an app on my iPhone, i get the message that Verification is required. next I am presented with entering the 4 digit security code for a credit card whose complete number is greyed out except last four digits. You can create an App store account without a credit card, however that won't help you with updating your previous purchases. Apps are DRM protected, and tied to the account that was used to originally purchase them. There is no way to overcome this DRM protection or transfer them to another account(Itunes support can if you contact them). If you want to create an App store account without a credit card, follow the directions here, but bear in mind the DRM protection mentioned. If you use this account to download free apps, you will have to use this same account for all future updates:

It's a network issue, not an account balance issue. Troubleshoot your network or just restart your iPod and/or router, try connecting to the Store a bit later, or try the download in iTunes on your computer and then sync the purchase to your device.
