ITunes will not accept my Amex 4 digit security code.

When entering my valid American Express payment information, iTunes prompts me that the security code must be 3 digits. However, the question mark right next to the security code shows a picture of an Amex card with a 4 digit security code. Has anyone else had this issue? Please help!

Non American Express cards have 3 digit security codes.  I have never had a problem using American Express or Master Card, with 4- and 3-digit codes respectively.
Are you sure you entered the correct credit card number, so the iTunes can identify this as an American Express card?

    If the issue persists, contact your credit card company and verify that they and any company they use to process credit card authorisations have the correct information on file.

    Do you have a new Apple ID to use in NZ? If not open iTunes Store. Log out of your old Apple ID, then try to login. Select Create Apple ID from the dialog that appears. Make a new Apple ID for NZ with a NZ email address. Once that is approved and verified, log into the iTunes Store with the new Apple ID. This should fix all other issues.

    2. Tap iTunes & App Stores;
    3. Tap View Apple ID;
    4. Enter your user name and password;
    5. Tap Country/Region;
    6. Tap Change Country/Region;
    7. Select the region where you will be located;

    If you have the latest version of iTunes you should not have to download the ipsw file separately as jalp suggests. iTunes will download it automatically.
    This error (9) most often means that your antivirus or firewall (or router) is blocking access to Apple's servers. In rare instances it can also mean that the phone was hacked (or "jailbroken") to unlock it. If this is the case you must do a DFU restore, not Recovery Mode, as follows:
    Reboot your computer
    Disable your antivirus and firewall. If you has Kaspersky you may actually have to uninstall it, as it can never be turned completely off.
    Connect the USB cable to a USB port directly on your computer, not to a hub. DO NOT connect the other end to the phone
    Disconnect all USB devices except for mouse, keyboard and iPhone cable.
    Launch iTunes
    On the phone hold the HOME and SLEEP buttons at the same time for EXACTLY 10 seconds, then release the SLEEP button but continue holding the HOME button. The screen should be black. If it has an Apple logo this means you held both buttons too long. Release the HOME button and do it again.
    While holding the HOME button connect the free end of the cable to the phone.
    After a short while iTunes should recognize a phone in "recovery mode" (iTunes doesn't know the difference between DFU and Recovery modes, but the phone does)
    Release the HOME button and don't touch the phone or the computer until the process completes or you get an error message. Ignore any displays on the phone.
    If the error recurs the phone was probably messed up when it was hacked. This is not a hardware problem, or if it is, it isn't one you can fix.
    You can try repeating these steps with a different computer and a different cable. If that fails also the phone is probably not repairable.

    Ok.  The only other things that come to mind is to ensure that the name on the card matches what you entered in iTunes, and that your street address matches.  If it isn't those things, I got nothing.

    You have to make sure your iTunes address and your cards billing address are exactly the same (including capitalization and spaces).
    Or you could just run off gift cards.

    After loading Maverick iTunes will not launch.  I get an error code: -45054.  I am the administrator and have no groups or guests.  Sharing options don't fix this.  Also Fetch will not launch, I get error code: SSL error 9807.  These worked perfectly before installing Maverick.  Also everything that loads, all programs, take twice as long to load.  I have MacKeeper and have cleaned and discarded all the garbage. 

    Remove "MacKeeper" as follows. First, back up all data.
    "MacKeeper" is a scam with only one useful feature: it deletes itself.
    Note: These instructions apply to the version of the product that I downloaded and tested in early 2012. I can't be sure that they apply to other versions.
    If you have incompletely removed MacKeeper—for example, by dragging the application to the Trash and emptying—then you'll have to reinstall it and start over.
    IMPORTANT: "MacKeeper" has what the developer calls an “encryption” feature. In my tests, I didn't try to verify what this feature really does. If you used it to “encrypt” any of your files, “decrypt” them before you uninstall, or (preferably) restore the files from backups made before they were “encrypted.” As the developer is not trustworthy, you should assume that the "decrypted" files are corrupt unless proven otherwise.
    In the Finder, select
    Go ▹ Applications
    from the menu bar, or press the key combination shift-command-A. The "MacKeeper" application is in the folder that opens. Quit it if it's running, then drag it to the Trash. You'll be prompted for your login password. Click the Uninstall MacKeeper button in the dialog that appears. All the functional components of the software will be deleted. Reboot.
    ☞ Quit MacKeeper before dragging it to the Trash.
    ☞ Don't empty the Trash. Let MacKeeper delete itself.
    ☞ Don't try to drag the MacKeeper Dock icon to the Trash.
