ITunes will not backup any devices anymore.

I have researched this over the past few days and tried just about everything I could find with no fix working. Here's what happens.
iTunes synchs normally with no error messages. It never show the backup process at all and appears to never even attempt to backup. This is the same regardless of the device (ipad2, iPhones 3G and 3GS all with the latest IOS).  I am running on a windows 7 ultimate 64 bit machine. UAC is completely off.
Here's what I have tried so far with no success.
1. Validate the backup folder rights and set Everyone to FULL access.
2. Deleted the entire backup folder. After doing that iTunes did recreate the folder during the next synch but it still didn't backup the device.
3. Deleted all the old backups. The last successful backup was in 2/2011 and I synch about once a week.
4. Deleted the iPod Photo cache older in the photo synch folder.
5. Downloaded the BackOff tool to try to turn backups back on using that tool. It did show that iTunes automatic backup was off. When I click the option to turn it back on nothing changed. It appeared to do nothing at all. I would run it, turn auto backup to "on" using that tool. Then if I ran it again immediately it showed that auto backup was still off.
6. Reinstalled iTunes (without uninstalling). I am running the latest version.
Any ideas on trying something else?  Short of totally uninstalling or resetting my entire synch history I am out of ideas.  As a side note I only realized this situation after trying to update my iPad 2 to 4.3.5 and it failed. I lost a ton of pictures and app data and had to restore from February.  (Royal PIA)

C:\Users\(usrname)\AppData\Roaming\Apple Computer

    The ipod is not a backup/storage device.
    You need to copy everything from your old computer to your new one.
    The Apple store will do this for you,  you can call apple support and they will help you, you can use google.

    Contact NIK for updated/upgraded versions of their plug-ins.  They have been having a lot of issues with their plug-ins.

    So yu tried all of this:
    Error 1600, 1601, 1602: Try the following steps to resolve this error:
    Ensure proper USB isolation troubleshooting has been performed, and test with a known-good cable.
    Follow the steps listed for Error 1604.
    This error may be resolved by disabling, deactivating, or uninstalling third-party security, antivirus, and firewall software. See steps in this article for details on troubleshooting security software.
    Error 1604: This error is often related to USB timing. Try changing USB ports, uninstalling and reinstalling USB ports, and other available USB troubleshooting steps (troubleshooting USB connections, device not recognized properly, computer won't recognize a FireWire or USB device). If you are using a dock, bypass it and connect directly to the white Apple USB dock connector cable. If the issue persists on a known-good computer, the device may need service.
    If the issue is not resolved by USB isolation troubleshooting, and another computer is not available, try these steps to resolve the issue:
    Connect the device to iTunes, confirm that the device is in Recovery Mode. If it's not in Recovery Mode,put it into Recovery Mode.
    Restore and wait for error 1604.
    When prompted, click OK.
    Close and reopen iTunes while iPhone remains connected.
    iPhone should now be recognized in Recovery Mode again.
    Try to restore again.
    If the steps above do not resolve the issue, try restoring using a known-good USB cable, computer, and network connection.

    I'd start by looking in system profiler.
    the blue Apple icon > About this Mac > More info...
    goto the hardware section. Scroll down and click on  USB
    See what happens when you have the device plugged in & not plugged in.
    Move keyboard & mouse around to verify that ports work. Plug device in a port that worked with keyboar or mouse.  Keyboard usb ports are rather low power.
    Perhaps device is taking too much power.  Are devices power or unpowered?  Try connecting devices to a usb hub.
    Which mac do you have?
    What iMac do you have?
    Report system info
    Blue apple > about this Mac
    click on more info
    click on hardware
    do not copy your serial number

    izzyjay....  I am having the exact same experience you are with Itunes....  everything worked fine in Itunes version 10.5 but has gone south with something they have done to quicktime....  it has further messed up the connection to AppleTV as well....  another upgrade that seems to break everything.....  just to test out my theory I opened quicktime separately and navigated to my movies directory and tried to play a movie directly .... it won't play.... or even appear as a playable file..... I think they have screwed around with this separation of quicktime and Itunes and basically broken everything.
    Try to reinstall version 10.5 Itunes and 7.7.1 of quicktime, which seem to work correctly
