What happens when you try to change it, and if you are getting an error message then what does it say ?
On you iPad you should be able to change it by tapping on your id in Settings > iTunes & App Store and tapping on 'View Apple ID' on the popup and logging into your account - that should give you a payments link on your account's page. Changing payment info : http://support.apple.com/kb/HT1918
If you are trying to remove credit card details and you aren't getting the 'none' option then do you owe iTunes anything or have any pre-orders/subscriptions due : http://support.apple.com/kb/TS5366 ?

Before restoring your iOS device, Apple recommends that you either sync with iTunes to transfer any purchases you have made, or back up new data (data acquired after your last sync). If you have movie rentals on the device, see iTunes Store movie rental usage rights in the United States before restoring.
Follow these steps to restore your device:
1. Verify that you are using the latest version of iTunes before attempting to update.
2. Connect your device to your computer.
3. Select your iPhone, iPad, or iPod touch when it appears in iTunes under Devices.
4. Select the Summary tab.
5. Select the Restore option.
6. When prompted to back up your settings before restoring, select the Back Up
option (see in the image below). If you have just backed up the device, it is not
necessary to create another.
7. Select the Restore option when iTunes prompts you (as long as you've backed up,
you should not have to worry about restoring your iOS device).
8. When the restore process has completed, the device restarts and displays the Apple
logo while starting up:
After a restore, the iOS device displays the "Connect to iTunes" screen. For updating
to iOS 5 or later, follow the steps in the iOS Setup Assistant. For earlier versions of
iOS, keep your device connected until the "Connect to iTunes" screen goes away or
you see "iPhone is activated."
9. The final step is to restore your device from a previous backup. If you do not have a
backup to restore, then restore as New.
If you are restoring to fix a forgotten Restrictions Code or as a New device, then skip Step 9 and restore as New. -

My laptop is up and the Internet is fine. I can search in the iTunes store all I want. I cannot update any purchase nor make new ones because the CC on my account is not good. I bought an I tunes gift card so I had a balance available. But everytime I try to take off that bad CC it says "Try again later." It's been 3 days! I need to update my apps. I'd make a new apple ID but I don't want to lose my gc $$ nor all my purchases. When will the store "be ready??"

You must use an email address that you have not used with Apple before. Make sure you specify a birthdate that results in being at least 13 years old

I am stuck with a similar problem. I moved from Ireland to the UK but for some reason, iTunes would not let me change the country in my payment information, it remains Ireland. I do not have any credit to spend and I still cannot change it. I even set up a new iTunes account and the country still remains uncangable. Hence, I cannot add the details of my UK card as iTunes believes it is set in Ireland. Have you managed to solve your problem?

I have the iPhone 4. I recently switched from PC to IMac. I am trying to sync my iPhone, but iTunes will not let me add or remove anything. Do I need to change a setting since I changed computers? I try to add songs from my music into my phone section and it will not go... Plus the playlists on my phone are not updated on my iTunes phone on my computer. Its like it never updated. What am I doing wrong??
Iphone will sync with one computer at a time.
When you sync to another it will delete the current content.
Make sure you have copied everything from your old computer to your new one first. -
Installed iTunes on a 1TB drive designated H:. Bought a 3TB drive designated G:. Downloaded iTunes update. On "Run" command, it will not let me change the destination drive, so it registers an error, and will not update. App freezes, windows says to upgrade it.
I went to Edit>Preferences>Advanced, G: is showing as the destination drive.

iTunes will not let me backup and sync to new phone encrypted password?? I've never set a password for my old iPhone 3gs but tried my old Apple ID sign-in passwords to no avail. I've simply sat here so frustrated....my husband sync'd his new iPhone 4 no problem, somehow the checkbox shows Encrypted password and I'm at a loss on how to change this/find the password and transfer my old backup onto my new phone so I can use it. Skype will not let me change my birthday
For some reason Skype got my birthday wrong and it says that today (December 30th) is my birthday when it's actually tomorrow (December 31st) and it will not let me change it. I've tried multiple times on mobile and on my laptop. I click "edit" and I change my birthday to the correct date, but it changes back to the 30th as soon as I leave the page. It isn't possible to create a rescue email address without correctly answering two of the questions. Nobody on these boards can reset them for you.

Who is your email provider?
You can try resetting your iPad by simultaneously pressing and holding the Home and Sleep/Wake buttons until you see the Apple Logo. This can take up to 15 seconds so be patient and don't release the buttons until the logo appears. Try again to see if the problem persists.
If yes, try deleting the mail account and adding it again. -
