ITunes won't sync apps to iPod Touch(never used the iPod with iTunes before)

So,I have an iPod Touch 4g on 5.1.1,and when i try to sync apps,iTunes just says "Preparing apps to sync" and after 1 second it disseapear.I use m y other 6.1.3 iPod Touch with that iTunes,and I never used to 5.1.1 one before,so is that what is causing the issue?
Oh and,they both have been signed in with diffirent Apple ID's on their App Store apps,so is this the problem?

    If the steps above do not resolve the issue, attempt to sync with iTunes while logged in as a new admin user. Follow these steps to create a new administrator user within Windows:
    From the Start menu, choose Control Panel.
    Open User Accounts.
    Select Create a new account and follow the instructions to complete the account setup process.
    Once the new account is created, choose Log Off from the Start menu.
    Log in to the newly created user account.
    If the error does occur in the new user account, the issue may be caused by content downloaded or created on the device, such as podcasts and voice memos. Removing content from the device may address the issue.

    What iOS do you have on the iPod?
    Did it every connect to your computer with that iOS?
    The latest iOD for the 2G is 4.2.1 and that required a Mac with 10.5.8 or later.

    I’ve tried two different Apple cables.
    I’ve tried different USB ports on the computer.
    I have rebooted both the Mac and the iPod.
    I’ve wiggled the cables and checked for dust in the connectors.
    The iPod charges using this same cable connected to wall wart.  That’s a good sign.
    Both the Mac and iPod seem to work fine separate from each other.  They just won’t talk anymore.

    1.83 GHz Intel Core Duo
    OS 10.4.11
    iTunes 9.2.1
    iPod Touch 32GB, version 3.1.3 (7E18), model PB533LL 

    I found this possible solution on another support thread, so I tried it.
    turn off iPod
    hold Sleep and Home buttons to start it.
    When Apple appears, let go of Sleep button, but keep holding Home button.
    When screen goes blank, let go of Home button.
    Connect cable and check iTunes to see if it has conencted.
    This did not work for me.
    I then turned off the iPod, restarted the Mac, and restarted the iPod normally.
    I connected them with the cable, and it works like normal.  :-)

    Itunes tells me that new software (vers. 4.0) is available for my ipod touch but when I click UPDATE it mistakenly informs me that my itunes software (9.1.1) is up to date. I want to update the ipod touch software NOT the itunes software. Anyone else have this problem? Solution?

    Ok, to start with, iTunes version 9.1.1 cannot sync or work with iOS 4. You first have to download iTunes 9.2 in order to do so. If iTunes was wanting to download the latest version of itself, let it in order to upgrade to iOS 4. Or if it thinks it is the latest version, go to the Apple.com and download iTunes 9.2 . Once that's done, just download the iOS 4, sync it. And you're good. (warning, you may come into issues with the upgrade to iOS 4. just read one of my other posts that may solve it... or just keep trying till it works or contact Apple.) Hope this helped

    The only way is to connect the iPod to a computer with iTunes  and restore. It may be necessary to place the iPod in recovery mode in order to restore. For recovery mode:
