Try removing iTunes and Quicktime by doing the steps found here: http://docs.info.apple.com/article.html?artnum=93698.
After deleting everything it names in the article, delete any copies of iTunesSetup.exe you may have downloaded (if you chose to 'Save' when you were downloading from the Apple website). After you make sure they're gone, try re-downloading iTunes (http://www.apple.com/itunes/download) and reinstalling.

    Ok, Below is what worked for me somewhat. 
    Okay ... try downloading and saving a copy of the iTunesSetup.exe to your PC from the Apple website:
    http://www.apple.com/itunes/download/
    Now download a trial version of WinRAR:
    http://www.rarlab.com/download.php
    Open the iTunesSetup.exe with WinRAR, and try to run the standalone install of Apple Application Support from the AppleApplicationSupport.msi you find in there.
    It works now BUT there are still problems.  It is not allowing or recognizing my Cd/DVD player and i CANT burn.  Looking still for this fix.

    I have installed, then uninstalled several times, itunes and quick time from apple.com via cable on my laptop with windows xp. All the icons are on the desktop, but itunes wont open when double clicked. I do not get any error message, only hour glass appears for a few seconds and then its gone. I turned off NIS before installing, removed temp files, deleted previous downloads, restarted computer, updated windows, turned off firewall - nothing has worked so far. Any suggestions !!!

    is that Norton Internet Security 2005 that you've got? if so, let's first check up on this issue:
    iTunes 6 won't open on a Windows computer if firewall software is not up-to-date
    ... but if no joy with that, let's try the trusty Lorraine M technique:
    Lorraine M: NIS/itunes problem rectified
    but if no joy with either of those, we'd better check up on this issue, which can produce the same symptoms you're reporting (no error messages whatsoever and a "two-second hourglass"):

    Have you tried uninstalling both QuickTime and iTunes through Add or Remove programs on your computer?

    By the way, an uninstall does not affect your iTunes library files, since they would still be saved in a folder called "iTunes Music" on your computer.

    I am having the same problem and that didn't fix it.
    I purchased a new laptop with Windows 7 64 bit. I downloaded the install file. When I double click the icon nothing happens.
    I Downloaded the install cleanup utility and ran that (nothing with itunes in it).
    I Downgraded the UAC to the lowest security setting.
    I re-downloaded the install file and tried again.
    I deleted all the temp files in the user file folder.
    I made the install file compatible with Windows Vista (SP 2).
    Still nothing. I double click (or right click and run as administrator) and nothing happens.

    when attempting to download the latest itunes the website immediatly goes to the thank you page but does not start the download. I have disabled the pop-up blocker completely along with all antivirus and malware software and even suspended the firewall but nothing seems to help. The current version of itunes wont open. When attempting I get an error msg that says itunes library.itl was created by a later version.  Anybody else run into this same problem?

    I'd first try downloading an installer from the Apple website using a different web browser:

    If you use Firefox instead of IE for the download (or vice versa), do you get a working installer?

    User-specific, but the standard user-specific troubleshooting measures from the document haven't helped in the normal user account.
    Quit iTunes in the other account, and log back into your usual user account. (Don't use fast user switching move between accounts.) Now try launching iTunes again doing a "Run as administrator".
    In "Computer" open Local Disk C: or whichever drive your program files are installed on.
    If you have a 32-bit version of Windows, open the "Program Files" folder.
    If you have a 64-bit version of Windows, open the "Program Files (x86)" folder.
    Open the "iTunes" folder.
    Right-click on the iTunes.exe file and select "Run as Administrator".
    Does it launch now?
