Javascript:popupURL problem

Question

Hi,
i have a report wilt link on file system files.
i use javascript:popupURL for view PDF
all works fine with one parameter (see below)
javascript:popupURL('#OWNER#.download_bfile?p_file=#FILE_ID#')
but with two parameters the popup view pdf not work. I have the classic popup with open / save file.
javascript:popupURL('#OWNER#.download_bfile?p_file=#FILE_ID#&p_directory=#DIRECTORY#')
Any help?

many thanks for the response
my procedue has now two parameter (see below)
if i use one parameter (with p_directory a costant) i have the pdf file on popup style view
with two parameter i have the 'classic' popup with open/save options
