Just bought Photoshop Elements 12 a week ago...

I just purchased Photoshop Elements 12 last week (9/17/2014), after using the 30-day trial and now see that PSE 13 has been released. Is there a free upgrade available for people in my situation? Who would I need to contact at Adobe?
