My Ipods screen is stuck on the screen showing a usb and itunes symbol. I have reset it and still nothing. It does not show up on My Computer, or device manager or Itunes. I try to restore it on itunes and it gives the message that there is no ipod recognized or once it popped up that the ipod was passcode protected, I cant clear the screen to use the passcode. Help!

You'll need to connect the device to iTunes and restore it. If iTunes doesn't recognize the iPod still, try manually placing it in recovery mode first and then performing the restore in iTunes. See this article for instructions on putting the iPod into recovery mode.

Follow the steps listed below for Error 1604. Also, discard the .ipsw file, open iTunes and attempt to download the update again. See the steps under Advanced Steps > Rename, move, or delete the iOS software file (.ipsw) below for file locations.If you do not want to remove the IPSW in the original user, try restoring in a new administrator user. If the issue remains, Eliminate third-party security software conflicts.
Error 1604
This error is often related to USB timing. Try changing USB ports, using a different dock connector to USB cable, and other available USB troubleshooting steps (troubleshooting USB connections. If you are using a dock, bypass it and connect directly to the white Apple USB dock connector cable. If the issue persists on a known-good computer, the device may need service.
If the issue is not resolved by USB isolation troubleshooting, and another computer is not available, try these steps to resolve the issue:
Connect the device to iTunes, confirm that the device is in Recovery Mode. If it's not in Recovery Mode,put it into Recovery Mode.
Restore and wait for the error.
When prompted, click OK.
Close and reopen iTunes while the device remains connected.
The device should now be recognized in Recovery Mode again.
Try to restore again.
If the steps above do not resolve the issue, try restoring using a known-good USB cable, computer, and network connection.

Assuming that the battery isn't empty (and it can take up to 15 minutes of charging before it will respond), then have you tried a reset ? Press and hold both the sleep and home buttons for about 10 to 15 seconds, after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

My screen continues to get stuck at this point. I see the apple and the rotating circle. I am not sure what to do, and am afraid to lose something if I restart the PMU. I also need a new battery, could this be why I am having problems?

Yes a bad battery can cause lots of problems.
Reset the PMU only looses settings which you can re-establish, and does not affect the software.
As for losing stuff, you should always backup your data as my FAQ explains before doing any sort of troubleshooting:

Try holding just the home button for a while.
Try a program called TinyUmbrella, it's good with getting your phone out of funny states like that.

There is no other way than to plug into a computer to restore the phone. You can use another computer to do so, but in case you did not back up to iCloud your data and settings will be gone.

If the device doesn't appear in iTunes, try using the steps in this article to force the device into recovery mode.
