If you activated Find My Phone before it was lost or stolen, you can track it only if Wi-Fi is enabled on the device. I might have spoken too soon. I have my contact's synced with my google email account. I don't have them just on my phone. So if you have your contacts just on your phone I can not answer for that case.

Try rebooting the device by pressing and holding the on/off and home buttons simultaneously until the screen goes blank and you see the apple logo. It should take about 10-15 seconds to reboot.

If you mean getting updates for your operating system (Gingerbread, ice cream sandwich), there is no number to call. Updates come automatically to your phone. If you are referring to getting a new phone, there is no way you can do that every few months. You are bound to a two year contract with the phone(s) you have. There is nothing preventing you from buying a different phone at full cost, however.

You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely. -

Change your password, call your bank/credit card company and report the fraud and ask them about reimbursement.

Correct. When you did that, you voided all warranty/support, & forfeited the right to an out of warranty replacement.
There was nothing wrong with the screen I bought,
And, exactly, how do you know that? Since Apple DOES NOT sell iPhone parts, there is no official source for genuine parts. Thus, many on the market are counterfeit & produce nothing but problems.

Why would this be covered under warranty? There is nothing wrong with the device, it simply needs to be restored.
