Just updated iphone 4 now stuck on set up, won't go past the updating iCloud settings?

So I've just updated my iphone 4 and waited for it to do its own thing, had it plugged into charger but not my PC. It installed the update then turned itself off came up with apple logo then loaded then did it again. Then came up with "hello" and slide to set up, then directed me to sign into my apple account which I did just fine now it's just frozen on updating I cloud settings, it won't turn off it won't stop doing it it's just frozen! Can anyone help or suggest anything my nearest apple shop is an hour away!

Connect your iPad to iTunes on the computer you usually Sync with and “ Check for Updates “...
If an Update Appears Install it... if not... you are up to date for your particular Device...

I recently turned on an iphone 4, I'v set up icloud but the farthest I get on my phone is the "Hello" screen, and once I swipe, it says :Updating Icloud settings, and then goes right back to "hello"

Shouldn't take more than a few seconds to a minute. If it's stuck, you might want to give Apple support a call to see if they are experiencing unreported server issues. Since your device is new, you are within the 90-day free call support period. You can set up the call here: http://www.apple.com/support/icloud/contact/. You will need your serial number, which is on the box and (I believe) the back of your iPad.

Stuck at "updating Icloud settings"

. I see "update successfull" and then I put in password. The next screen shows the "updating icloud settings". I can't get beyond that. The thing just keeps spinning and then the phone shuts down.

Dealing With The Resume Feature of Lion
Managing Mac OS X Lion's application resume feature.
If you shutdown your computer you should get a dialog asking if you want applications to resume on the next startup. Simply uncheck the box to prevent that from occurring. Open General preferences and uncheck the option to Restore windows when quitting and re-opening apps. You can also install a third-party utility to control resume features on individual applications: RestoreMeNot or Application State Cleaner.
It is possible to completely stop the Resume feature although I'm unconvinced that it is that annoying. Nevertheless see the following:
If you have not yet done so you must first make your /Home/Library/ folder visible. Open the Terminal application in the Utilities folder. At the prompt paste the following command line:
chflags nohidden ~/Library
Press RETURN. Quit the Terminal application.
In the Finder navigate to the /Home/Library/Saved Application State/ folder. Delete the contents of the folder. Back up to the /Home/Library/ folder. Select the Saved Application State folder. Press COMMAND-I to open the Get Info window. In the Sharing and Permissions panel at the bottom click on the lock icon and authenticate. Set each of the listed entries to Read Only. Close the Get Info window.
Quit all open programs except the Finder (this is very important.) Next, navigate to the /Home/Library/Preferences/ByHost/ folder. Look for a .plist file with "com.apple.loginwindow." in the file name followed by some numbers in hexadecimal. Select the file. Press COMMAND-I to open the Get Info window and in the Sharing and Permissions panel click on the lock icon and authenticate. Set each of the listed entries to Read Only. Close the Get Info window. If you also find a file with the same filename but with a last extension of ".lockfile," then you should delete it.
The above should eliminate the Resume feature system-wide. Note that any future system updates or upgrades will likely undo these changes. You will then need to repeat this procedure assuming there are no major changes in OS X related to it.

IOS7 update went by smoothly, but on PC and on iPhone 4 updating iCloud settings taking 60 minutes?? help??

I started my update around 9:45. I plugged my 8 gb iPhone 4 into my acer aspire V5 computer, and had to download the iCloud control panel and the new version of iTunes before I could download iOS7. did all that, the update went by quickly, I'd say 25-30 minutes tops. I previously deleted all apps from my phone except for Pandora, Skype, and Candy Crush (had to get my fix on the bus this morning) and my photos were all deleted as well. Whatever, I wanted to clean my phone out anyway. Now both my PC and my iPhone are still "updating iCloud settings" and it's going on an hour. Is it supposed to be taking this long? How much longer will I have to wait? I won't have a wifi connection all day and I don't want to do anything to mess up the software on either device. Thanks!

- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- Try on another computer
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

You need to set up a separate iCloud account for each person that does not want to share their iCloud data. If you share an iCloud account with someone, any data you both sync with the shared account is merged, and you end up with each other's data on your device(s). If, for example, you owned two devices and someone else in the family also owned two devices, you would both want your own iCloud accounts, and you would each set up your personal iCloud account on the two devices you own. In other words, you want a separate iCloud account for each person to be used on the devices they own. Each iCloud account has to have a separate Apple ID. The ID does not need to be the same as the ID used for iTunes. Yes, I was referring to the iTunes ID not needing to be the same as the ID used for iCloud. In order to set up an Apple ID your children will need to have a valid email address that can be verified by Apple. Apple requires this so they have a way of contacting the owner if there is a problem with the account, such as when you may need to reset the password on the account. When you set up the ID, Apple will send a verification email to this email account and you will need to click on the verificating link in the email to complete the process. If they don't currently have an email account you can just set one up with gmail or another free email hosting service. They don't have to use the account but you will need it to set up the ID.

The use of iMessage depends on both the sender and the receiver having an active data connection. If either of the two connections are interrupted, the message can fail. The sending of an iMessage differs from the sending of an SMS, and if you are having SMS failures, that would be a carrier concern.

It is taking me more than 24 hours to finish updating icloud settings after I upgraded my iphone from iOS 7.0.1 to iOS 7.0.3. And, I am not able to use my phone as of now.
