Start iTunes. Make sure you really are running the version you think you are. Sometimes people end up with two copies, different versions.

You say you are running Snow Leopard 10.6.3. That version will not run the latest iTunes which requires 10.6.8 If you need iTunes 10.7 you have to be running 10.6.8

I'm going to assume the consolidating files does not work due to hard drive space limitations.
Since you're moving to Windows 7, have you tried using the Windows files and settings transfer utility? That will move everything for you to the same location on the new computer, it also allows some control over what actually gets moved.
Alternatively, if you know the location of all of the media, it can be manually moved by copying it from the old computer to the new computer in the same location.
Also, using the Apple article on moving the library, take a slight twist on what it says. Move the iTunes library to the external drive, update the settings in iTunes to reflect the library being on the external drive, then consolodate it.
The options are endless for moving the library... it simply takes a little effort to make it happen and possibly a twist on existing "standard" methods depending on your unique situation.

I have created playlists on my iphone and each time I sync all of my iphone playlists get erased and I have to recreated them. after the sixth time, I am very hesitant to do any kind of syncing. You are probably running OS 10.4 or 10.5 on a PPC Mac. No version of iTunes higher than 10.6.3 is available for these older Macs. I have the same problem, and while I can still use the PPC to sync my iPod, it can't be used to sync an iPhone 4 or higher. The only solution, as I discovered after upgrading to the iPhone 4, is to buy a newer Mac. I was able to get a 2006 MacBook running Lion for under $300, and that has been a lifesaver.

Then I went to open another library up and I don't know if the library is available to me. How do I get to the other library from my computer? I'm using the same home sharing username and password, but i don't see it. The other library has the latest version as well.

If you click View, Show Sidebar you will see the other libraries under Shared in the left hand column. Click on the Library you want and you can expand it to select Music, Movies etc. Select whatever items you want and click import if you want to move them to your Library.
You will have to have all computers authorised with the relevant Apple ID's

You should be able to accept this message, it will cause existing music, photos (not camera roll) and videos (also excluding those in camera roll) to be removed and replaced with those from this computer. All other user data on the iPad will be unaffected.

I just downloaded the new iphone software to 6.0,1 and my iphone no longer sync's with my outlook 2010 calendar or contacts. It goes through the motions but the changes are not updated to my iphone.

I have a 4s as well and sync my calendar and contacts to Outlook 2010. I have not updated from 5.1.1 as of yet. I was curious if you sync through iTunes and if so do you do that over the usb cable or wifi? I had seen in another post on this issue where somebody was using 2007 and upgrading to 2010 resolved but you are already there. Have you scanned your pst file yet?

To free up hard drive space the best bet is to move data files that you don't need access to all the time. Likely candidates are music, video, and photos. Things like word processing and spreadsheet files can also be moved but they tend not to be very large and so don't free up much space. The problem with moving the above mentioned files is that iTunes and iPhoto need to know where the files are stored.
Here's an article explaining how to move the iTunes folder. You can move the iPhoto library using the Finder but there is a slight complication. Start iPhoto, open the Preferences and click on the Advanced tab. The first option is "Copy items to the iPhoto Library". If this option is checked, copy the iPhoto library to your external folder (drag it from the Pictures folder to your external drive) and then delete it from your Picture folder. If this option is not checked, it is a bit more complicated and we'll need to talk a bit.
