Keep being asked security prompts?

On any device (Ipad, Iphone 4S, Windows desktop), when purchasing any item (Ibook, Itunes, app store), I keep getting asked for username and to supply 3 security questions. I provide questions/answers, but can never get past that screen. A large black box appears and nothing is ever purchased or charged. If I close out and return later, I'm asked to re-select 3 security questions/answers. I re-enter same questions/answers, etc., etc. This has been going on several weeks.
I have submitted this online through Apple express line twice, but never received any reply back after many days. I called Apple, but they said it would need to be addressed by Itunes. Online Itunes customer support has never responded. I've changed credit card information. I've gone online to try to submit questions/answers, but was asked a different single question under My Account. All very frustrating!
I have to assume it's an account problem since affects all device and all products. But I can't find anyone anywhere to help resolve.
Any suggestions for fixing? Or for a contact for resolving such issues (the "I'd really like to spend money on Apple products but your software won't let me" problem)?

Try browsing to My Apple ID to see if your username and password is accepted there.

    There are no updates to either OS 10.5.8 or Safari 5.0.6.
    If you need a later version of Safari you must first upgrade your operating system to a later version of OS X.

    When I look up the account the "password" is a long string of gobbledygook. Something I would never do.
    But when I attempt to use that pw I still can't get in.
    I have no trouble accessing that email account on my mac mini. Just on the macbook.

    I'm confess I'm still trying to get a handle on your problem. You do a fantastic job of describing it ... but I'm just trying to picture it accurately in my head.
    I think, were I in your shoes, I'd begin by looking at what the debug page has to say for the specific destination in which you're interested in fixing. In other words, I'm not clear on where, exactly, this destination points ...

    Is that your site, or the division within your site that you want to fix? "Normally", you do not need to specify a site handle to get to your site within your transfer CGI ... if you say "uillinois.edu", it's enough to transfer your users to iTunes U ... but every site still has a handle, and you could, if you wanted to, actually specify it in your transfer CGI. For example, this:

    is for my entire site ... it's my site handle. Whereas this:
    Destination uic.edu.1991288441
    is for a division within my site ... but it's impossible to tell the difference between "site" and "division" from just the handle (I mean, if I didn't say "this is a site" and "this is a division", there'd be no way for you to know). So when I look at your creds and permissions on your debug page, I can't quite tell if they give you download access for your site, or for the specific division you want to fix. If you could open the debug page with your division as destination (or confirm that that's what we're looking at), it'd rule out some things.

    Thunderbird has nothing to do with administering your email password and is not going to send you anything. I am not even sure where you requested that something be sent to you unless it is for the password to this forum which has nothing to do with your email.
    Your email provider would have a link to reset your password on their email help page.
    I would go to your providers web mail page and see if your username and password work thee. if they do then you might have incorrect server settings causing the password error.

    I keep being asked to install Java Runtime V6 in order to run CS5Service Manager. I moved on from CS5 a long time ago via CS6 to CC. I have only been receiving this message since upgrading to OSX Mavericks. I thought I had deleted everthing to do with CS5 ages ago and neither Spotlight nor Clean My Mac can find anything else to remove.

    If you deleted CS5 you probably left pieces in various places.  Always uninstall rather than delete software.

    Click here and search the article for '2 out of 3' without the quotes; in the case of forgotten answers, this generally involves either a message being sent to your rescue email address or contacting the iTunes Store staff directly.

    Why do I keep getting asked security questions that I did NOT choose to verify my apple ID?  I cannot answer them and I cannot purchase from ITunes. In addition, I keep getting a message that I have to answer them because it is my first time purchasing from my computer and my son's IPOD touch. This is not the case.This is crazy because I have been purchasing from Itunes for a long time with the same apple ID on these devices! What is going on?

    It may not be particularly helpful to you but I would not be surprised if the message number 2 refers to the verification you did that attracted message number 1.

    There could be a couple of issues at work here. First, it can take a little while for your credit card to process, so first make sure that your account is active. Log in to www.adobe.com with your Adobe ID and password. Under My Subscriptions and Services, you should see your ExportPDF subscription. Click Manage and check whether your account is active.

    The other option is to temporarily register a bank card with the account and buy something cheap, like a 99¢ app. The store will use your 14¢ first and then charge the rest to the card.
