Library object adding more code

Question

I can add the code to the library just fine, but when I try
to insert it on the page, it trys to "fix" the code by adding a
closing table tag.
How can I get the library to just insert the code with out
adding extra tags? Apologies for offending purists, but the
site uses tables for positioning (a div based layout would likely
resolve this library issue, but I don't want to invest the time to
re-laying out the entire site).
I'll start by saying I like SSI's better (asp, php, cfml
whatever I am working in), but this is a situation that libraries
would be handy. I am working with a volunteer organization with
limited resouces - I wanted to use libraries so they could see the
page layouts offline, something SSI's will not handle short of a
webserver environment installed on each persons machine. Templates
are an option too, but it offers the potential for people to edit
those regions, but more importantly will not update pages if the
library is updated.
Is this just a bad feature of libraries or is there something
I can do to stop this from occuring?

You cannot nest tags into a Library item, e.g.,
Good -
<!-- #BeginLibrary.. -->
<table>
</table>
<!-- #EndLibrary... -->
Bad -
<table>
<!-- #BeginLibrary.. -->
</table>

That's not correct. DW will display the includes in Design
view if you tell
it to, and it will build a temp file containing the content
if you enable
preview with temp files. But you'll have a similar problem
with improperly
nested tags with includes in DW too.
