Limiting, not blocking, Cellular Data Roaming

I'm trying to find out a way that allows us to supply our staff with iPhones, but limit liability with regards to overseas data roaming.  The problem is probably quite common-- our staff travel a fair bit, so we have a cellular data plan that gives them a fixed cap of free of world-wide data roaming.  Our Telco isn't great at blocking the data from overrunning, as they say their info only gets updated daily, so overages could happen for an entire day before it was blocked.
We educate the users about how to avoid going over that limit, and largely that's successful-- but occasionally, as I'm sure everyone has experienced at one point or another, someone forgets to flip the switch, or installs a new app without thinking, and then quickly they can run up a tremendous data bill.
Is there a way in Apple Configurator, or on the device itself, where I could set up a rule limiting roaming data?  Ideally I just want to tell the Configurator "Please limit these users to 500mb roaming data per month, then turn off and lock roaming data".

    Toggle airplane mode: Tap Settings, turn airplane mode on, wait three seconds, and then turn off again.
    Restart your iPhone.
    Make sure that your software is up to date:
    Check for a Carrier Settings Update: Tap Settings > General > About.
    Check for an iOS Software Update: Tap Settings > General > Software Update. 
    Note: Some updates may require a Wi-Fi connection.
    Remove the SIM Card and reinsert it. Allow the iPhone to acquire the network again.
    If your SIM card has SIM PIN enabled, try turning it off: Tap Settings > Phone > SIM PIN.
    Try another location. If a different location works, but the original location still doesn't, contact your carrier to report the issue.
    Reset network settings: Tap Settings > General > Reset > Reset Network Settings.
    Restore the iPhone as new.
    Contact your carrier to:
    Verify that the iPhone is properly set up on the account with the appropriate, current data plan.
    Verify that there are no account-related blocks.
    Find out if there are specific error messages in the carrier logs that could help determine why the issue is occurring.
    If none of the above steps resolves the issue, contact your carrier, make an appointment at an Apple Retail Store, or contact AppleCare to troubleshoot further.

  • Could not activate cellular data network on Verizon

    I have an iPhone 4 on the verizon network. Whenever I try to get online or check my email's or anything when I don't have wifi it says Could not activate cellular data network. I have called Verizon and they kept me on the phone for 2 hours and had no solution. I have reset the phone/network and have restored it and nothing has changed. Any help would be greatly appreciated!!

    I'm having the same problems.  No luck with network resets, *228/2, data roaming etc.  Good Verizon signal but no connection to 3g.  I called Verizon and they suggested replacing the phone.  The tech said he had seen a few iphone 4S with this problems so far.  Now I don't know whether to replace it through Apple or Verizon since I was able to add Applecare+ to this phone.

    This is not an uncommon problem apparently.
    Did you try dialing *22890?
    How did you activate your iPhone (iTunes, iCloud, WalMart kiosk)?
    Some on the StraightTalk forums report success by visiting a WalMart which is equipped with an activation kiosk and asking a qualified WalMart empolyee to activate the phone (be sure and back up any critical data before you do that since they will reset the phone).
    Also, are you in the home area code of your phone? My iPhone 5 was set to not allow data roaming outside of my home network.  I am not sure if that means my area code or the StraightTalk network.  Either way, you can go to Settings>Cellular>Roaming and check to see if data roaming is turned on.  Be careful if you roam a lot, though as you might incur additional data charges.

    Hello im deployed in Afghanistan.  I brought over my 64gb ipadw att over here.  I got a new sim for it day one.  It's work flawlessly for 2 months.  Last night I upgraded from 5.1.1. to 6.1 and when it woke back up BOOM! I have all the bars along w/ the "E" Edge network icon but no internet.  Says could not activate cellular data network.  When I put my att sim card in my ipad works perfectly fine racking up ridiculous out of the country roaming fees.  Why did my hodgi sim card stop working?

    I am having similar problems.
    My network settings are correct and I can communicate both over 3G and WiFi.
    However, every few minutes the connection is being dropped. A few seconds later it's back again. I can see this in an application I am developing. It's rather frustrating...
    In the console I see this message prior to the connection being lost and rebuilt:
    "Mon Sep 20 09:44:58 PeterVs-iPhone-3GS configd[23] <Notice>: network configuration changed."
    I have not changed anything to the configuration. What's even more strange is that I ONLY have 3G at this moment, i.e. WiFi is disabled.
    What is changing the network configuration? And why does it mean that the current network connection needs to be torn down and rebuilt? After the network is back, there is no difference than before. So it gets torn down and rebuilt for no apparent reason.
    I have logged a bug with Apple over a week ago, but haven't had any reply from them yet. I need more information about what is happening, and how I can prevent it. I'm not very happy having to grope in the dark, having to make guesses because somebody decided that he knows what's best for me.
    This is happening on multiple iPhones with multiple different OS-es. So I am guessing it is related to my carrier (Vodafone). But I can't verify it because I'm not getting the tools from Apple.

    Thanks for the quick response. No, I did not get any error messages or any terms-of-usage screen. The employee I told my problem to was not computer savvy either. She just suggested I move to different spots w/in the library to see if that would make a difference. It didn't. When I connected to the library WiFi it did change the Verizon 3G that is usually in the upper left corner to iPad with two to three emanating arcs. I may have to go to the library in the next town. I was able to connect to theirs in the past when I had to download something greater than 20 MB. Unless I really want it, I will probably not even try to download something more than 20 MB due to the hassle. Yeah, I may have been better off getting a normal desktop or laptop and getting WiFi at home. To do that now would mean having my iPad 2 and a desktop computer, which I feel is extravagant. (I know there are a lot of big spenders out there who got the iPad as additional gadget for fun. This is a rich country.) A Verizon rep told me I couldn't set up a WiFi router at home just using an iPad. So it seems like a person who just uses 3G is limited to surfing the net (not even much YouTube because it eats a lot of data) and using email. I read about an app that helps print wirelessly using 3G, but a reviewer said you had to be an engineer to get it done right. BTW, I like the Steelers. I'm old enough to remember Franco Harris and that blond guy whose name escapes me back in the '70s. Since I live in North Jersey I feel I have to support the Giants. But I know football about as well as computers.

    It alerts my frequently when I use my old iPhone 3G. I have requested my cellular service provider to block my GPRS, and the MMS function is turned off because I don't need it. Could this be the reason and can I turn the alert off?

    You told your provider to block data services.  You get an alert that the iPhone couldn't activate the cellular data network... Makes sense to me.
    If you want to stop the alert, I believe you're going to have to go into settings and turn off cellular data.  I'm not positive if this will stop the alerts or not, but I believe it will.
    I don't know who your provider is, but most REQUIRE a data package if you have an iPhone.

    All iPhones sold in Japan are sold carrier locked and cannot be officially unlocked by the carrier. If you unlocked it, it was by unauthorized means (hacked), and support cannot be given to you in this forum.
    Hacked iPhones are subject to countermeasures by Apple, particularly when updating the firmware. It is likely permanently re-locked or permanently disabled.

    I should point out that it worked when the iPhone was set back to factory settings, but when restored with the backup, data/internet no longer works again, and I get the "Could not activate cellular data network" error message yet again.

    Contact your carrier to ensure data access via their network is provisioned properly for your account and iPhone with the new iOS 6 update installed.

    I have now solved it. I signed out of my iTunes account and then held down both the power buttons until the apple appeared. When I signed back in it started downloading.
