Link to IMG config notes

Question

We have an auditting need to "externalize" our customizing notes. I have been able to chase through tables to get the nodes for our customizing project, and i have found the notes in the DOK* tables, but i cannot seem to determine whow the two link together.
the DOK tables appear to be keyed on the word NOTE, then the note type, then a 4 character code, then somthing that i thought was an activity id, but when i look for the activity, i cannot find it linked in any way tot he customizing project.
I want to chase the IMG tree for the project and generate an XML that i can print in DOCbook format or whatever.

Thanks David,
I don't want to enhance the IMG structure. I just want to insert a link to the IMG node in my documentation.
Example:
Transaction SE61 -> Document class = General text -> Name = ZZ_TEST -> Create
Within the editor choose Insert -> Link -> Document class = Implementation Guide chapter (SIMG) -> Chapter = SIMG_CFMENUOLMEOMF4 -> Name in document = PO screen layout
Back in the editor choose Document -> Screen output
When the output appears click the link -> SAP will navigate to the RFQ subtree in customizing, but I need that SAP navigates to the PO subtree.
Any ideas?
