Linked file can't be downloaded from a PC...

I wanted to put up a toast file on my web site for friends to download. I dragged the file to the page to create the hyperlink. I then published to a folder and transfered the page file and toast file to my web site via ftp. The page is called downloads.html and is located at the root level. The toast file is located in a sub directory called downloads_files.
If I go to the page with Safari on my Mac, the file will download when I click on it. If I go to the page with Internet Explorer 7 on a PC (Win XP), when I click on the link I get a question where I want to save the file. Then when I click save, it creates a file of 0KB and immediately stops, just like if it finished downloading???
In the save dialog it says the correct name of the file but under "From" it lists the root level (www.xyzzzz.com), not the sub directory. Could that be what's wrong?
Any ideas would be greatly appreciated.

I just realized that my ftp program (Fetch 5.1) said "Putting file as Binary data" when uploading. In the Fetch preferences "Default Upload Format" is set to automatic. Did Fetch change the format of the file so the PC can't underastand it? The file on the server still has the same *.toast name.
