do you have location services disabled? settings>privacy. Also, the answer is because the phone does not know where it is when location services is turned off so "find my iPhone can't locate it.

Switching off location services disables cell service?
Is this right? If I switch off location services, I cannot send or receive cell phone calls. Basically switching off location services is the equivalent of putting my phone in airplane mode?

Thanks.No, it's not right. Turning off location services should not be the same thing as putting the device in Airplane mode. Airplane mode turns off all of the radios (wifi, cellular, BT and GPS). Turning off location services doesn't disable cellular or, rather, it shouldn't in a properly working phone. I'd start with the standard troubleshooting steps.

I set up my iPhone to enable FindMyi, enable restrictions and don't allow changes to location services as I forget my iPhone a lot during work.
Recently while I was trying to discover at which site I forgot my iPhone, I found that location services are disabled. Nobody knows my restrictions passcode, it's a random number and doesn't represent anything like DOB or so.
After I found my iPhone, I checked the settings and found that location services is disabled.
I didn't disable it, and I successfully used FindMyi a few days before this problem.
Any clues on what might have happened here?
iOS 5.1.1If you have restrictions enabled and you disabled changes to Location Services there would be no way to change it without the passcode.

IPhone 4s Location Services Disabled after iOS 7 Upgrade
After I upgraded my iPhone 4s to iOS 7, the location services slider was greyed out and I could not enable the service. I reset the device several times and disabled restrictions. Nothing. This was the third phone that I updated today and the only one to have a problem. Any suggestions?
I was able to restore location services by selecting reset and choosing "Erase All Content and Settings" to set the phone up as new. When the phone resets, I was given the option to turn on location services. I then restored from backup and was good to go. It took a while to get everything back to normal, but it is good to know that there was a somewhat simple solution.

There is no logical expectation for Whatsapp to be listed under location services or for that to have any affect on what the app can access. -
Location Services disabled by Apple
I have a WiFi only iPad and it should support WiFi based location (no assisted GPS) by using wifi access points to determine location of the device. It is running 3.2.1 now. Running any app, e.g. maps, gowalla, etc. Fails to determine the location. I tried this on the iPod touch with iOS 4 as well and no luck.
Can someone using an iPad Wifi only but with iOS 3.2 try Maps and see if your location can be determined? Thanks.I have a Wi-Fi only, 3.2.2, and it determines my location based on a local Wi-Fi signal (says I'm within 80 ft. of that network, which is correct). But when I traveled on Thursday with it, it didn't know my location anymore once I got about 2 mi. away. Seems it either doesn't download a very extensive database of known wireless networks, or the database itself is patchy.
I don't suppose anyone else knows of a way to force it to download Wi-Fi network location info for a wider area while you're connected to your own network? I'm starting to wish I'd paid the extra $70 for the GPS model. I don't get why they don't put the GPS in both models (or at least download networks data for a wider area while you have a connection); Wi-Fi location is pretty useless if you have to be connected to a Wi-Fi network of your own for it to get a list of local networks to tell where you are.... -

There's no "theory" to it at all. It is the same iPod.
AppleCare is purchased for a specific iPod. The AppleCare stays with that iPod. -
