What computer operating system is your Premiere Elements 12 running on? I suspect Mac because of the name your error.

I have never experienced this issue, but if you can't find anything that helps on the site that Philly suggested, I have read that this has worked for that error code.
Go to Settings>Safari>Clear History, Cookies and Data or Cache. Restart the iPad. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.

The fix for this is supposed to be resetting the system clock to automatic time, but this, as we've seen, more often than not fails to work. After a bit of an email exchange between Apple support and myself I discovered the true fix for this issue, or at least, the one that they said to use and that worked for me.
After resetting your clock go to the folder /Users/Shared in Finder and delete the folder "SC Info". This is a hidden folder, so the way you will need to get it to appear is to use the go to folder command (Shift + Command + G) and type in /Users/Shared/SC Info and hit enter. Change to the column view and you'll be able to see the folder there. Move it to the trash and it will go away, and take your problems with it. Restart the computer for the deletion to take effect and then reauthorize your itunes. Should play your rentals after that.

Welcome to the HP Support Forums!
I understand that you are looking to Email a scanned photo, but do not want the file to be to large. Are you using HP software when you get the error "not connected to the internet" ? If so, What is the Operating System installed, Windows, including version, e.g. Windows 7 or Mac, including version, e.g. 10.8?
Lowering the DPI or resolution will help keep the file size down, if you have an option for that in the software.
Also, what is the Email client are you using, MSN, Gmail, etc?

If you experience this issue on a Mac, disconnect third-party devices, hubs, spare cables, displays, reset the SMC, and then try to restore. If you are using a Windows computer, remove all USB devices and spare cables other than your keyboard, mouse, and the device, restart the computer, and try to restore. If that does not resolve the issue, try the USB issue-resolution steps and articles listed for Error 1604 above. If the issue persists, it may be related to conflicting security software. If the errors persist on another computer and known-good USB cable, the device may need service.

Warning Message re Layout, what does it mean

When burning a DVD in DVD SP, I receive the following two warning messages, even though the session is ultimately marked as successful:
1) Warning: The file PFARDVDlayout found in the VIDEO_TS or HV DVD_TS folder will not be included in the final disc. [note: PFAR_DVD is the project name]
2) Warning: The file VOD_DATA.LAY found in the VIDEO_TS or HVDVD_ TS folder will not be included in the final disc.
I have received these same warning messages for two different projects I have burned DVDs for.
I noticed on one of the projects that the type in the interface is something less than sharp. Do these warnings have anything to do with the interface image quality?
What do these warnings mean, and what impact do they have on the final product?
How can the warnings be avoided?

Those are standard warnings and means nothing for your final DVD quality. Some files that DVDSP creates during building for "it's own use" will be not included in the final disc and MUST not be inlcuded.
Nothing related with image quality.
