Lost 4s in lake, not backed up. How do i retrieve purchased items?

I recently dropped my 4s in a lake (September 6th, 2014) and it is still down there somewhere. I didn't back it up or turn on icould before it was dropped. I know this was incredibly stupid. How can i at least retrieve my purchased music and apps that are not in my computer itunes library? I shouldn't need to re-purchase anything. I just got an old iPhone 5 from a friend that is restored and I need to put all of my old purchased and downloaded apps and music onto it; however, none of this exists in my computer iTunes library. My computer library differs completely from what was on my 4s and I don't care about what was on the computer, but I do want what I had on my 4s back on my new phone. I realize that pictures are for sure lost but that is okay. I just want back what I previously paid for. Please help and thanks for your concern!

You can do the same with music. If you want your iTunes Library on your computer updated with the purchased items, you can open iTunes, sign onto the iTunes store with the Apple ID you used to purchase the items, then click on the Music or Apps or TV Shows, etc. tab, and under Quick Links, select Purchased>Not in My Library.
You will see all of your purchases, under whichever category you have selected, and the ones that are not currently on the computer will have a little cloud next to them. Click on the cloud to download items selectively, or scroll to the bottom and click on Select All.
If you, instead, wish to download the purchases directly to your device, you can click on the iTunes icon, click on More>Purchased>Music>Not on this Phone, and then click on the individual artists, and then on the items you wish to download, or on Download All in the top right-hand corner.
If you elect to download the purchases (apps and music) to your device directly, then when you hook it up to the computer, make sure that under iTunes>Preferences>Devices, you have "Prevent iPods, iPhones, and iPads from syncing automatically" checked. Then follow the instructions in this article to transfer any purchases you have downloaded to the device directly:

    Go to the iTunes Store, log into your account, and click the Purchases link under the Quick Links. From there you should be able to re-download some or all of your purchased content. Note that not all content has been licensed for re-downloading in all countries at this time; you can see what content you can download here:

    These post were all helpful and this one saved me!!! I suddenly could  not find my NOTES that had all my passwords. Yikes I was so upset. I  reviewed the posts and tried them all but, what worked for me was logging  directly onto all the email accounts attached to my notes directly from  my computer NOT iphone go to the right side where the folders, sent  etc. and look for notes. click there and I found all my notes.  Also make sure you go to settings click mail, contacts, calendar and make sure the green button for notes is on for all of  your email accounts. Please remember that your notes will go under what  ever email account that you have it set on at the time you make the  note. so some notes were on yahoo and some on gmail. etc. This was  really a blessing for me. But, it worked. After signing on to all three  of my accounts. I went back to my Iphone and lo and behold they were  there. Don't call your phone carrier. They are clueless.

    If the message is stuck on the screen then a soft-reset should clear it : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
    You can then backup to the cloud via Settings > iCloud > Storage & Backup > Back Up Now

    Check Settings>General>Restrictions to be sure Camera is On.  If it is, swipe your screens to the right and search for Camera.  If it's hiding in a folder, the name of the folder will appear to the right of Camera.  If you don't see a folder name, it's not in a folder, but is on one of your screens so search for it.  If all else fails, go to Settings>General>Reset>Reset Home Screen Layout.  This will restore the original home screen layout but will rearrange your apps in order to do so.

    There are two options for you :
    1) Setup the mail which contains the contacts on your iPhone by going to Settings > Mail Contacts and Calendars > Add account and once setup is complete come back to the same path and click on your email account name and turn on contacts.
    2) Go to Settings > Mail, Contacts and Calendars > Add account > Other > Add CardDav Account.
    Either of these two should fix your issue.

    Just a guess here, but when you are in Contacts, look to the top where it says Groups.  Could yours be set to Hide All Contacts?

    You can not retrieve a deleted message that was not synced.
    There are data recovery services that "may" be able to retrieve the message.
    These recovery services can cost $1000 or more though.

    I tried that but it just shows 'downloaded'.  There is no little cloud next to that wording.  On an Itunes help page it shows a 'library icon' once you have logged in but that does not appear on my version of ITunes which is 11.1.  I have lost so many peices of music!  Is this some ploy by Apple to get you to buy them all over again??  Thanks for you response, if you can think of anything else I would be most grateful

    You cannot use the iTunes store there any longer just as you can no longer use the food store you used to visit.  Unless you can change your country back to the one you used to use you no longer have access to purchases made there which is why it is important you keep backups of all purchases made there.
    The iTunes Store in a country is intended only for use by that country's residents, and only while they are in the country. To use the iTunes Store in a country you need a credit card (or other card type if acceptable in a country) issued in that country, billed to an address in that country, and also be physically present in that country when using the store.  You are also restricted to waiting 90 days between country changes.
    E.g., "The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations.
