Lost iPhone 4s - Any suggestions?

My husband recently lost his 16gig iPhone 4s and he is now using another phone on our account.  He backed up his contacts on Backup Assistant but he had some things on the phone that are very important (in the notes, photos, etc.).  Although he is using another phone now, we really need to find the phone that was lost.  He did not have the Find My iPhone function turned on.  He did have location services turned on for certain apps, but it's been about a week now, the phone has to be off now with a drained battery.  Does anyone have any suggestions on tracking his last locations with the phone?  Or does anyone know of any way we could possibly be able to find this phone now?  Is there something internal to the phone that Verizon can track even with the phone off?  Is there a way to go to apps (like the compass app he was using) and find the last location the phone was at?  Any help on this would be great.  We've searched everywhere for the phone, and it's actually not even the phone that's the biggest deal, it's info in the notes section and other things that he had stored on the phone that we really need back.  At this point we understand we probably just need to move on, but I wanted to try one last thing and ask here if anyone knows of any way or has any ideas on how we can possibly find his phone.  Thank you!
