Lost iPhone imei blacklisted, shows up on find my phone?

Well i lost my iPhone, and it was definitely on airplane mode with a pass lock, and it didn't turn up
so i got it blacklisted by Telstra, (and its locked to telstra)
while it wasn't blacklisted, it showed up on findmyphone as offline, now recently, its got a location?
Telstra claims that it shouldn't be able to do this at all, but is it possible it connected to a wifi and has located?

Welcome to the Apple Support Communities!
It sounds to me like your iPad is still linked with your Find My iPhone account. You can remove the device from Find My iPhone but keep in mind, doing this will remove the Activation Lock as well. Please use the following article as a reference.

Click All Devices to open a list of devices linked to their account, then select the device to be removed. It should show a gray dot or the word “Offline” next to the device name.

Ipad and Iphone show offline on find my phone, but they are both on, what am I doing wrong

My iphone was lost and im trying to locate it using find my phone however it says all devices are offline!
I have my Ipad thats connected to the same apple id and the find my phone is enabled and im currently connected to my home wifi as well as hotspot, but, it says offline!
What am I missing, please help me fix this so I can attempt to find my phone!

If the location of the device is unknown, then it will show up as offline. It's quite possible that your router has not been properly registered by your provider to show its location. Also your device has be be turned on and connected to wifi.
As for iphones, they shouldn't have this router problem, since they are also connected to cell towers.
Did you ever test all your devices before, at home, to see if they could be located. If they were found, then my hypothesis in the first paragraph is probably not correct. You might test your ipad at another location, like a mall to see if you can find it using the Find My iPhone app.

If you repartition a drive, that will always erase the whole drive. Is that what you did? Did you use Disk Utility, or something else? Disk Utility does say "To erase and repartition the disk..." so it does warn you what will happen.

If you don't have the phones, the boxes they came in, or the computer they synced to, then unless you've made a record of the IMEI somewhere yourself, you can't get the IMEI's.

As TJBUSMC1973 states, and as I said earlier, the Find My iPhone app has nothing to do with your use of Find My iPhone. The app is just used if necessary to locate another iOS device from that particular iOS device. To see if both of your devices are being located in Find My iPhone, log into www.icloud.com and select Find My iPhone. Both of the devices should appear. If they do not, then go into whichever of the devices does not appear and make sure that Find My iPhone is activated. It has to be activated through iCloud, and for both to show on the same map, they both have to have the same iCloud ID.
