Lost iPhone, offline in Find my iPhone

Lost my iPhone few days ago. Since I was unable to connect the internet at the time, I immedeately
called the carrier to stop the service to it.
No ofcourse Find my iPhone shows that it is offline, and all the requested action are pending.
Would the phone appear to be online, even if someone put another sim-card into it ? And if so,
would the requested wipe and lock actions take place then ?

Neither find my iPhone nor the IMEI are,  or were ever intended as security features.  The IMEI only exists so carriers can track individual devices to be able to bill them for useage (you have to have some way to uniquely identify each device hitting the network and assign it to an account).  Find my iphone, and ANY internet tracking software, is really only a potentially useful convenience feature (and a limited one at that).
Your iPhone did have security features on it to protect your information, but you chose to ignore them.  Really, I have little to no sympathy for people who refuse to use a passlock security code on their devices.  Might as well have just pasted any confidential information that was on the phone on a public web page.
Security does come at the cost of ease and convience of use - always has and always will.  But note that one of the key driving forces in smart phone theft is people looking for identity information, not for the phone itself.  Millions of smart phones, with no security enabled on them, are stolen or lost every year, and every year identity theft grows by billions of dollars - it is not a coincidence.

    The phone can only be tracked when it is connected to the internet, either by wifi or your cellular data network, and only if you have set up iCloud and Find My iPhone on the phone before losing it.  I don't believe erasing the phone will delete your photo stream, which should remain in iCloud along with your other iCloud data.  If your carrier blacklists the phone from their network, a theif could probably still jailbreak it to unlock it so it would work on another carrier's network.  If you erase the phone, it will erase all your data and settings so it could no longer be tracked.  This is something you do if you're pretty sure you aren't going to get it back and/or you are more concerned about someone gaining access to your data than you are getting it back.  Of course, the remote erase command can also only be executed when the phone is connected to the internet; if it is never online again, the phone won't be erased.  There is more information on this here: http://help.apple.com/icloud/#mmfc0ef36f.

    Will it continue to say that actions will take effect when this device connects to the internet on Find Iphone. It says that sound and lost mode pending...Notify when found.  If someone clears the device, will Find iphone still say its in lost mode?

    No. It needs to be online, otherwise it has no connection to the internet and nothing can contact it.

    If you activated the Find My iPhone service (in Settings>icloud), and if the device's batteries still have a charge, the device is not turned off and has not been reset and is connected to wifi, then you can try to track it.  Using a computer's browser, log into icloud.com and look at the Find My iPhone page.  On a device, invoke the Find My iPhone app (get it for free at the itunes app store) and log into the icloud account.  Note:  The Find My iPhone **app** does not turn on the service, you can only do that through Settings>icloud.
    If the device is listed as "offline", then one of the requirements listed above is not met (like being connected to wifi, or if the device was stolen and the thief reset it).

    As long as you enabled it when you first activated your Iphone, it's pretty straightforward.  Using any computer, go to icloud.com.  Sign in with your Apple ID. A screen will come up with a map showing the general location of your phone.  If you have a friend with an iphone and are logged in using Safari, when you get close, you can tell your iphone to make a sound.  Good luck.

    If you had Find My iPhone activated on the device and it is not showing up when logging into iCloud, did you contact your carrier and have them suspend the device? If so, you will not be able to locate the device via cellular. If you did not have them suspend it, it should show up if it has a cellular connection, unless the device has been found, powered off, or the SIM removed or the device restored. If any of those have happened, you will not be able to locate the device.

    Change your iCloud password to ensure that no one else can use your device to delete or make changes to your iCloud data.
    Report your lost or stolen device to local law enforcement and your wireless carrier. Apple doesn't track or flag lost or stolen products, but you can use My Support Profile (supportprofile.apple.com) to find a list of serial numbers for products that you've purchased or registered with your Apple ID.

    If you set up the Find My iPhone service prior to your iPhone going missing, then there is a chance that can be tracked, though it depends on a number of factors (the iPhone is turned on, connected to either the 3G or a WiFi network, or has not had the Find My iPhone service disabled or the iPhone been completely restored). If you can get a location, you can give that information to the police, who may or may not act on it.
    If you did not set up Find My iPhone, then there is no way to track it. You've already contacted the police, so the only other thing to do is change any passwords for any online accounts you may have used from your iPhone (the iTunes Store, for instance).

    One way is through the Find My Phone application but provided that:-
    1) the iPhone is connected to the internet (be it by way of Wifi OR data); and
    2) you have previously activated the feature.
    Then again, even if the above conditions are true, you will most probably only get the rough location of the phone and not the "exact" location of it.For instance, if the iPhone is in a high rise building with 60 floors, you will only know it is in the building but never which floor it is.
    Unless you are carrying your laptop all around, activating the Siren would assist you in finding your iPhone.

    Yeah, it's called Find My iPhone, and it's been around for a while.  In fact, on your device, under Settings > iCloud, the Find My iPhone setting is available.
    Read your user manual, you'll learn a lot of things about your device and you'll also avoid making 'suggestions' that have already been implemented for years.

    It is not an app.  It is a feature of icloud and iphone.  Did you set it up on the iphone itself BEFORE it was stolen?  If not, then you cannot track it at all.
    Change your passwords and report it to the police.
