That’s not true at all.
Gift card is the carrier of the key duplicate - copy of the main key to the amount in dollars which in fact is stored on the Apple servers. This key the user of card need to assign to the needed account in Apple system. So if the card is not used the keys are not assigned to anyone.
Gift card in fact is just piece of plastic, it has no value until register - that’s why gift cards are not applicable to sales tax - by purchasing the gift cards you are not purchasing any goods at all.
And i'm very sure that when you purchasing iTunes gift card - it will need to be activated first before giving to purchaser hands - for example in UK where i purchased an iTunes gift card for their local iTunes Store - such cards always come with additional receipt of activation confirmation.
About replacing the lost card or getting the key of it.
This is very complicated thing. Theoretically Apple can easily replace your card or just give you the key of it - because Apple itself storing the keys and manufacture this gift cards. This is all about their will. On every card you can see a text: Not redeemable for cash, no refunds or exchanges (except as required by law). Cards are issued and managed by Apple Value Services, LLC (“Issuer”). Neither Apple nor Issuer is responsible for any loss or damage resulting from lost or stolen cards or use without permission.
So you will need to learn your local laws about refunding or exchanging - to return your money.
I have the same problem - i lost ten unused $100 cards during uninsured shipping and i'm interested at least to deactivate them. This is in fact a big problem with Apple Store system and this is about very Big $$$, not just some smidgen.
