Lost my iphone 4, now just bought new one how do i downlaod all previous apps and contacts

i lost my iphone whilst in china, i bought a new iphone 4 from Hong Kong, how do i sync to itunes/apps to retrieve all my data
i have donloaded itunes to another laptop with my same log in details but can not seeem to download all my contacts etc
before i left the uk i backed my home pc on to my portbale harddrive
can any one please help to sort this out

1) authorize iTunes on the new machine for your iTunes store account(s)
2) connect your device and right-click or control-click it in the iTunes Source list, then choose transfer purchases from the shortcut menu that appears.
3) sync the device
iTunes will wipe the iPhone but, since you transferred your purchases in the previous step, your content will be in your library and you can re-populate the iPhone with it.

Can't you just Sync it to the Computer you usually Sync to...?

Content and Apple IDs -
Content is forever tied to the Apple ID that bought it. Apple does not transfer content from one Apple ID to another. Apple does not merge Apple IDs. You will never be able to access your content bought with one Apple ID with a new Apple ID.

Use your backup copy of your old computer to put everything on your new computer, then sync the iphone to that comptuer.

Edited: I backed it up and I only retrieved my contacts and music playlist.

Backing up does not restore anything, it simply makes a backup of the content on the device.
I suspect you intended that you synced the device as this would put contacts and media from iTunes back on the device.

You can use your backup to populate the iTunes library on your new computer. If you havn't bothered maintaining a backup then apps can be re-downloaded from the app store for free (http://support.apple.com/kb/HT2519), but media (music/films/tv shows) can only be downloaded once from iTunes (which is one reason why you are advised to make a backup). Purchases made on the iPhone can be transferred off it via File > Transfer Purchases. It's possible, if you do a search on google, that you might find utilities that can help you copy the contents of your iPhone.
You will also find a search box on the right hand side of this window where you can search for similar threads to yours, and which might have more info in them.

Sorry, but officially Apple does not allow redownloads of purchased items other than iPhone/iPod touch applications and iBooks. It's your responsibility to make backup copies (as iTunes itself advises) in case something goes wrong with your system, as unfortunately it apparently did in your case, and you lose all the information on your hard drive. The official statement of their policy can be found here, among other places.
For apps, look here for instructions on redownloading. For songs, movies, and videos, if you don't have a backup of your purchased items, either on external media or another computer and don't have them on an iOS device (iPhone, iPod touch, iPad), you're probably out of luck and will need to repurchase your content.
If you have your content on an iOS device, post back and someone here can help you get them restored. Otherwise you can try contacting iTunes Store Customer Service (select the "Music Purchases" or "Video Purchases" category, as appropriate, then "Lost or Missing Items". You'll find either an "Express Lane" button - just follow the instructions to get to the contact form - or an "Email Us" button) ") and explaining what happened. When tried syning my old and i mean very old iPhone's contacts it said i could only merge them with my sister contacts and now i have her contacts on my phone and it sent my all her un needed apps as well. I want to be able to sync but not have her things placed in my phone or have anything erased from hers either. Can anyone help me?

By far the simplest way to do this is create separate accounts on the computer for each person. That way, you each log into your own separate account, sync your own device(s) to your own contacts/calendars/apps/music and so forth.

The apple store has changed my I broken Iphone to a new one. But when I got it, i did not have all my purchased songs and apps in it.

You will need to plug it into your computer and re-sync them from iTunes. The iPhone is meant to be synced/backed up to iTunes on your computer on a regular basis. It is NOT a primary or backup storage device.
