You have the accessibility VoiceOver feature turned on.
Triple click the home button and try going to Settings>General>Accessibility and turn VoiceOver off. You may have to use three fingers to scroll the screen to get there. If problems see the following for how to turn off via iTunes:

When streaming music over bluetooth from my 3rd generation ipod touch to a sony device it jumps every 10 seconds and not just when moving or anything other devices do not do this just the ipod how can I fix this?

- Reset the Sony device
- Unsync all music and resync
- Reset network settings: Settings>General>Reset>Reset Network Settings. You will have to repair the device and rejoin all wifi networks
- Reset all settings

Just recently I've noticed my apps wasn't working, they would just blink and then exit out. So I searched on here to find out what I should do, and I seen that someone said to restore the iPod. I did just so, but before I did I made sure I backed it up so I still had my files. But when I plugged it in there was no option of restoring from backup. I didn't know why, but I just added all of my old songs from before. However, when I unplug it (after my songs have been added) and plug it back in.. My songs aren't there anymore! The monthly events "Feb2014" will show you all photos that have been imported from "My Photo STream", if you have enabled "Automatic Import" in the "Preferences > iCloud" tab.
The albums you are seeing under "iCloud" are the "Shared Photo Streams" and "My Photo Stream". To import from your "Shared Streams" drag the photos frommthe Shared Streams album to the Projects in the library panel.

Just thought I'd let you know. Our suspicions were correct, it was the OS. After I installed Snow Leopard (10.6.8) all the problems were corrected. I also updated the RAM from 1 gb to 6 gb. The mac is working all around better. Sorry it took so long to get back to everyone. My superdrive had pooped out. Rather than replace it I got an external drive from OWC connected with firewire 800. So far everything is running very well, as far as I can tell this external drive is better than the original superdrive. My superdrive has always acted funny, infact I returned the first mac I got after a week because its superdrive was also malfunctioning. Anyway, all that to say everything seems to be fully functioning again.
