.m2v on windows

Question

I have to make a .m2v work as a .mpg file and have it open in a windows enviorment. The file is for a television station mpeg player and it only accepts .mpg files.
I have created .m2v files on the compressor and burnt them to a disk and the file is corrupt when I try to open it in several windows machines.
I have created all sorts of mpeg files with MPEG Streamclip 1.5.1 and they all are corrupt on the windows platform
The only thing that works is if I create a Mpeg 1 file off the compressor. That one opens in windows, but it looses its 16:9 ration and the resolution is too low.
Is there a progam that will make m2v files into high resolution .mpg files that open in windows?
Any ideas?

So I have had progress on this front. But another issue that seem worse.
I have found two ways to make a muxed MPEG 2 for broadcast. Both are seen as non-corrupt files by windows.
The first is creating a .MTS file (using the extras tab on Compressor) and the other is Streamclip (creating a muxed mpeg 2 with audio)
The issue is that both only work with small test files. When I do the full length files the windows box once again sees the files as corrupt.
Any ideas? Have you found another solutiuon.
