Mac OS X 10.6.8, receiving error message "Failed to check for updates. The operation couldn't be completed. Operation not permitted." How to fix?

When I try to update my software, I'm receiving the error message "Failed to check for updates. The operation couldn't be completed. Operation not permitted."
I'm using Safari 4.0.3. Yes, I know this is an old version of Safari - I can't update it, or any other software on my MacBook. Should I just wait for the Lion OS, or is there any kind of fix a non-technical Mac user like me can attempt without screwing up her laptop?
I've tried clearing my cache and resetting Safari already - doesn't help. I've also tried to update after disabling my (Norton) antivirus software, thinking that might be interfering. None of these help.
I don't know if it's a related problem, but also I can't download .pdf files from the internet, although I used to be able to.

You should use the NortonAV uninstaller to uninstall it. Disabling the dreadful thing in the past hasn't always been sufficient for it to cease creating system havoc. The Mac NortonAV version has a long and well-earned reputation for doing truly seriously nasty things to OS X. Shame on Comcast for inflicting NortonAV on its Mac customers. It's not a matter of if NortonAV will mess up OS X but when and how badly. I can't help but wondering if some setting in your Norton AV has decided that NortonAV, rather than you, will be making executive decisions about what you are allowed to install on your computer and is keeping that fact a secret.
After you are done uninstalling Norton use the finder to search for any Norton files that the uninstaller might have missed. Add the option to search for invisible files.
After you have removed all the Norton bits and pieces restart in safe mode by holding down the shift key right after the startup chime. Keep holding down the shift key until you see the Apple logo and spinning gear. Safe mode does some maintenance tasks which means a much longer than normal startup time. Use Disk Utility to repair permission
If your Mac works normally in safe mode restart. If things still aren't fixed you might want to give another shot at reinstalling Snow Leopard from the install DVD and applying the Mac OS X 10.6.8 Update Combo before taking your Mac to the Apple Store.
If you feel the need to run AV software on your Mac use ClamXav in manual mode. It's donationware and doesn't seem to cause the litany of weird problems that are associated with other AV software.

    I am not sure what you mean by "Flash Player for steam"; the only Flash Player installers I know is the ActiveX (for Internet Explorer) and the plugin (for other browsers); you can find both at http://helpx.adobe.com/content/help/en/flash-player/kb/installation-problems-flash-player- windows.html#main-pars_header

    That suggests that the installer is getting damaged during the download.
    I'd first try downloading an installer from the Apple website using a different web browser:
    http://www.apple.com/itunes/download/
    If you use Firefox instead of IE for the download (or vice versa), do you get a working installer?

    You are getting this message because you are attempting to create an iCloud account on a PC.  You can only create iCloud account on an iOS device (iPhone, iPad or iPod Touch) running iOS 5 or higher, or on a Mac running OS X Lion (10.7.2) or higher.  After creating your account on one of these devices you will then be able to sign into the account on your PC.

    I have a WSUS installed on a Windows Server 2008 R2 box, I have a new Windows Server 2012 box (joined to domain) that cannot get updates from the WSUS, whenever I try to search for new updates I receive the following error in event viewer:
    Windows Update failed to check for updates with error 0x800B0001
    Note: I cannot see the Win2K12 server in the WSUS console under computers node.

    I couldn't get it to run even after installing the mentioned KB fixes. So I investigated the error myself, and found a "hack" that seems to fix the issue. Wrote up a small piece on it here:

    You and about a thousand other people have reported "I had already installed [the update], but installing it AGAIN fixed the problem.", which is almost assuredly a simple indication that the original installation of the update failed, and you simply did
    not recognize that the installation of the update was not successful.
    The fact that the /selfupdate folder was corrupted (read: missing files) pretty much says it all. There's no bug. Your installation of the update simply failed. (Or, the server wasn't healthy to begin with and you got what you got.)
    Bottom line: The only known cause for a client-side 0x800B0001 error code is that the WSUS server has not been
    properly and completely patched.

    (1) Download the Windows Installer CleanUp utility installer file (msicuu2.exe) from the following Major Geeks page (use one of the links under the "DOWNLOAD LOCATIONS" thingy on the Major Geeks page):

    (2) Doubleclick the msicuu2.exe file and follow the prompts to install the Windows Installer CleanUp utility. (If you're on a Windows Vista or Windows 7 system and you get a Code 800A0046 error message when doubleclicking the msicuu2.exe file, try instead right-clicking on the msicuu2.exe file and selecting "Run as administrator".)
    (3) In your Start menu click All Programs and then click Windows Install Clean Up. The Windows Installer CleanUp utility window appears, listing software that is currently installed on your computer.
    (4) In the list of programs that appears in CleanUp, select any Bonjour entries and click "Remove", as per the following screenshot:
    (5) Quit out of CleanUp, restart the PC and try another iTunes install. Does it go through properly this time?

    I get the same problem running the diagnostics.  Says network connections are present and in the green, but unable to connect to iTunes Store.

    I downloaded the Microsoft Autoruns package and ran it.  There are no programs in the LSA Providers tab, and Apple's Bonjour is the only program in the Winsock Providers tab.  I also did the "netsh winsock reset" and rebooted.  It didn't fix the problem.  Any more ideas?

    I was having the same probem.
    I found success when I shut my iphone down all the way (press and hold power button then "slide to power off")
    then started it back up.  My phone was linked to my computer at the time, so it went through the sync - not sure if that is important.  But, I can now read my books!

    I can think of only one reason a song would be "converted" while it is being loaded on a shuffle.
    Select the iPod in the iTunes sidebar, under DEVICES.  Over to the right, depending on iPod model, go to the Summary or Settings tab.  There should be a setting there that says Convert higher bit rate songs to 128 kbps AAC (the 128 kbps part may be adjustable).  If that checkbox is checked, try unchecking it.
    NOTE:  This setting may allow more songs to fit on the shuffle, but for any converted song, the sound quality will become inferior.  So I don't use it.
