Macbook pro 7.1 country code : RU

Question

Hello.
Why the country code RU disable the 802.11n ?? And how can i fix it? In Russia using  wi-fi 802.11n is absolutely legal.

Павел  на моём роутере WRT610N не выставляется код страны на родной прошивке, а соседский DIR-300RN вещающий RU код страны неизвестно где искать и что потом говорить соседям, когда найду их)) ?

DATA from 30 MHz to 66 GHz
I. General Provisions
A. Terms of radio equipment. Part I. Terms of radio equipment for wireless transmission of data in a range from 30 MHz to 66 GHz (hereinafter - the Rules) have been developed pursuant to Article 41 of the Federal Law of July 7, 2003 N 126-FZ "On Communication" (Legislative Assembly of the Russian Federation, 2003, N 28, p. in 2895; N 52, p. 5038, 2004, N 35, p. 3607; N 45, p. 4377, 2005, N 19, p. in 1752, 2006, N 6, p. 636; N 10 , p. in 1069; N 31, p. 3431, p. 3452, 2007, N 1, p. 8; N 7, Art. 835, 2008, N 18, p. in 1941, 2009, N 29, p. 3625; 2010, N 7, p. 705; N 15, p. in 1737; N 27, p. 3408) in order to ensure the integrity, stability, performance and security of unified telecommunication network of the Russian Federation.
Two. The rules establish mandatory requirements for the parameters of radio equipment for wireless data transfer (hereinafter - BAP) in the range from 30 MHz to 66 GHz, used in the PSTN, and technological communication networks in the event of their accession to the PSTN.
Three. The rules apply to the following equipment:
1) The base station (access point) radio access networks;
2) repeater radio access networks;
3) the terminal equipment (subscriber stations), radio access networks;
4) The antenna-feeder devices that are part of electronic communications networks, radio;
5) frequency converters;
6) bi-directional antenna amplifiers.
4. Radio equipment for the BAP uses the following technologies:
1) Open Systems Technology (hereinafter - the T & E) 802.11 (wireless data transmission equipment operating in the 2.4 GHz band at speeds of 1 and 2 Mbit / s), 802.11a (Wireless data transmission that operates in the 5.8 GHz band at speeds up to 54 Mbit / s), 802.11b (Wireless data transmission that operates in the 2.4 GHz band at speeds up to 22 Mbit / s), 801.11g (Wireless data transmission that operates in the 2.4 GHz band at speeds up to 108 Mbit / s), 802.11n (Wireless data transmission that operates in the 2.4GHz and 5 GHz at speeds up to 600 Mbit / s)........
