Managing Media on iPhone without my own computer

I am planning to go on a 9 month trip overseas during and am bringing an external hard-drive filled with my own music and audiobooks (LEGALLY OBTAINED!) There is much too much stuff to fit on my 16GB iPhone.
How do I manage the music on my iPhone without having a computer with iTunes with my library on it, that is synced to my iPhone?
Is there someway I can install iTunes onto my external harddrive so it will run from any computer?
I will occasionally have access to computers at libraries and internet cafes, which I'm guessing will not allow me to install iTunes or fill an already installed iTunes with my music.

You can't manage media on an iPhone without installing iTunes on the host computer. In addition to the iTunes application there are also support files installed so the iPhone can be accessed, so just putting the iTunes application on an external hard drive would not work.

    Disclaimer:  I am actually asking this for a family member, but I don't have an answer for her either.
    My family member has an iPad with music on it currently.  This music is music bought from iTunes and music bought from other sources.
    Her computer died a few months ago and she does not intend on replacing it.
    She just bought an iPhone and would like to copy the music from her iPad to her new iPhone.
    I had originally thought that iTunes Match would work for this, but the Apple Support article regarding iTunes Match (iTunes Store: Subscribing to iTunes Match) suggests that it requires a computer w/ iTunes to do the initial update.
    I'm willing to consider approaches from either, Apple or third-party.
    If it helps, her iPad and iPhone are both running iOS 7.

    The answer is, "you don't".
    Music other than that purchased from the iTunes store had to be synced to the device using iTunes on a computer. The media should still exist on that computer. She can use the computer to sync the music to the new device.
    An iPad or iPhone is NOT a backup device. In order to set it up to sync to a new computer were she to replace hers, the media on the device would have to be erased before anything could be synced to it. Media synced to the device can not be synced back to a computer (without purchasing 3rd party software). Without a computer and iTunes, it's not possible to transfer media from one iDevice to another, even with 3rd party software.

    You don't manually manage with iCloud, you manually manage with iTunes on your computer. So, if you want to manually manage, get all of the content in your iTunes library on your computer first.

    You ringtones will only be where you put them.  You get one download.  As always, it is your responsibility to backup your content.
    Did you keep a copy on your computer?  If so, then sync it to the iphone.
    If not, did you keep a backup copy anywhere?

    If you have downloaded the free track on your pc, then you cannot re-download it on your iPhone.

    I did this last night (literally). Here is what you need to do. I am working under the premise that your current server is a Tiger server. If this is not the case, then you may have to adapt the Tiger server locations I am providing to your version of server.
    If you have not tweaked Apple's configuration in any way, your current streaming media files are located in /Library/QuickTimeStreaming/Movies on the Tiger server. You will need to copy these files to the same location on the Leopard server. Next, you will need to set the permissions and ownership of the files you just copied. If you execute the +ls -l+ command from /Library/QuickTimeStreaming/Movies, you will find that the permissions for the stock sample files are -rw-rw-r--, and that the owner:group is +_qtss admin+. So to change your files to match these parameters, execute (as sudo) the chmod command +chmod 644 <filename>+ as well as the chown command +chown _qtss:admin <filename>+. Now when you execute +ls -l+, you should find that the owner, group, and permissions for all the files are the same.
    Once that is done, the rest is fairly straightforward per Apple's documentation. One thing I will say, as this burned me last night, is that if you change IPs, and you are also using the Web server component, things will get a bit funky. The files themselves will be fine, but QTSS will become unbound from whatever IP it was set to originally, and Web server will prevent it from starting. You'll have to re-bind QTSS to the appropriate IP (if your server is multihomed), re-enable streaming on port 80 if necessary, start QTSS, then start the Web server.

    My question is that the how-to in that URL seems predicated on access to a computer/iTunes?  Is there a step-by-step guide if you have no access to a computer or iTunes for restoring, or is that not possible?  Losing all data is not a concern for me (it probably is for her, but my understanding is there's no way to do this without losing all data... I hope she's backed it up!)

    Please read the earlier responses. It cannot be done. You have to restore the phone via iTunes after the carrier has authorized the unlock.

    You just create a new user account on the Mac. Then open your account and open iTunes. You will have a nice shiny, and empty, iTunes library waiting for you to fill up. When you plug in the iPod while in your account it will go through the set up routine for the iPod which will basically tie it to that library. You can now add stuff and sync it onto the iPod.
    If you ever plug it in when her account it open, all that will happen is you will get a notice that the iPod is synced to another iTunes library (yours on the other account) and do you want to instead sync it to this account (say no). The only danger is if you say yes it will erase the iPod and put her library on it. But her library will not be touched or altered. And if that happens you can simply switch back to your account, you will get the same message (synced to another library (her's) and do you want to sync it to this library), answer yes and your library will be put back on.
    If you want to use it across both accounts, then switch the iPod into Manual sync mode...
