Maximum number of connections

Hi,
Previously we have
1)one java web application running in JRun3.1 on windows 2000 and the sql server 2000 database is on the same machine
2)a fpt based java publisher running on the same machine of the above application
both the ftp server and web applications were running fine after we moved the application and publisher to windows 2003 server and the sqlserver database is running on another windows 2000 server.
Currently we have the following problem: after the web application and the publisher have been running for a certain amount of time,
1) the ftp based publisher throws the following exception:"No buffer space available (maximum connections reached?): JVM_Bind
a little while later it goes to the second stage of the problem
2)the publisher throws SQL Server 2000 JDBC error: can not establish socket connection(actually the connection is from a pool; how could this happen);
3)finally the scheduler went into a kind of infinite loop and the web application is done.
4)we have to restart the server.
I checked the forum and found some related topics but no solutions. Any idea will be apprecited.

Using netstat command I found that there are around 4000 established jdbc connections from the web server machine to the database machine when problem occurs. However, the total database connections from our connection pool is about 300. That is, too many connections are created and used up the system socket buffer space. As we have several applications running, it is very hard to tell which part of the code created these extra connections.
