    With those symptoms, I'd try the following document:

    Make sure your time zone and time are correct. Have the iPad get the time automatically.

    I can no longer connect to the itunes store or internet radio.  Internet connection is OK.  Everything used to work just fine.  I have uninstalled and reinstalled Itunes a couple of times with no luck.  Itunes itself works fine.  My download speed is around 20 Mbps.  Why would Itunes radio suddenly be inaccessible? 

    Maybe check you are logged into your Apple ID.

    You might have two different things going on at once here.
    Starting with the registry settings message.
    I'd start with the following document, with one modification. At step 12 after typing GEARAspiWDM press the Enter/Return key once prior to clicking OK. (Pressing Return adds a carriage return in the field and is important.)

    Every time I try to connect to the iTunes store or use the internet in any sort of way through iTunes I recieve an error message that says "network connection refused."  Obviously my internet connection is still working or I wouldn't be on this website, and I've checked both windows firewall, and the McAfee Security programs and there are no blockages in either case.  I'm thinking a recent version on iTunes caused the problem.  Running on Windows Vista Home edition.

    Doublechecking ... do your McAfee products include McAfee Family Protection?
    If so, check to see if your McAfee Family Protection is currently blocking iTunes, as per the following McAfee document:

    If iTunes is currently being blocked, unblock it.
    Are you able to get through to the Store now?

    I've had the same problem for the last two weeks. Finally resolved the issue in Windows 7.
    Go to start button, control panel, system & security, windows firewall. On the left side of the box click on "advanced settings." On the left side of the box again click on "Inbound Rules." You should be able to see iTunes under the name category. Make sure it has a green check mark next to it. If it does not, then double click on the name. In the "general" box which comes up open, click "Allow the Connection." That worked for me. Somehow itunes was blocked but now I can access the itunes store again.

    i have been having this same problem. it also seems like a ton of folks are. i think apple has dropped a huge ball on this one. luckily ther are MANY other places now to purchase music other than itunes. i think their business will fail unless they get on top of issues like this.

    OK, all you people all over the world who have been having the same problem as me for weeks, months, a lifetime, here it is! If your warning/error reads "iTunes could not connect to the Music Store. The network connection was refused" and then the BS about checking to make sure your connection is active, well I found something on a forum at Digg.com that with one click WORKED LIKE MAGIC and I'm a happy camper now, rockin to stuff I finally got from the store.
    Now before I print the fix, my previous situation was: I could connect to the Apple store site for products, etc. and could check my account, but I could not connect to the music store at all. In every other way, my internet connectivity was flawless. I tried to solve the problem, shut down every firewall or antivirus program I had, searched forums, fiddled with the registry (and THAT was a stupid move!), reinstalled itunes like HOW MANY TIMES, and even finally got a written email reply from iTunes support when I waah.., waah..., waah..ed long enough and they gave an answer that was WORSE than useless. Months passed. So if the above in total or in part describes you, her it is. It's safe and if it doesn't work, you can put things back the way they were without any problem.
    This is the quote from the forum at Digg.com that did it for me:
    "figured out the problem thanks to Peter on the badapple forums, in his great assistance:
    "In your windows\system32\drivers\etc directory there is a file called hosts. Open it in notepad. You will see a line
    127.0.0.1 phobos.apple.com
    place a # in front of that line so that it looks like this:
    #127.0.0.1 phobos.apple.com
    and save the file. your problem should be resolved!"
    That's it guys and gals. Also you might be sure that the phobos.apple.com domain is specifically allowed by your firewall/A-V software. Let me know if it helped!

    I followed the changes you suggested exectly but its still not working. I tried adjusting the Firewall again and even turned it completely off, but still it gives me the same message and wont open.

    SUCCESS!!! I tried many variations on this and it finally worked. Yes, as life4living says, you have to open the "hosts" file that you can find in C:\WINDOWS\system32\drivers\etc
    ... use NotePad ...
    At the bottom of the file, I found
    127.0.0.1 localhost
    and nothing about phobos.
    AFter many attempts, I changed the end of the HOSTS file to this:
    # 127.0.0.1 localhost
    # 127.0.0.1 phobos.apple.com
    and now iTunes music store and podcasts open up just fine.
    Strange. The # character means "this is a comment" - so it's basically the same as removing the line completely.
    The address 127.0.0.1 means "my machine" and this address is used by other apps such as Google Desktop. Hatching it out, however, does not adversely affect Google Desktop. So basically you have to hatch out any 127.0.0.1 address in the HOSTS file and then iTunes will work!
    Try it...
    (I did, also, add phobos.apple.com to my "trusted sites" in Internet Explorer settings, but I don't think this was essential.)
    After performing the above I found it only worked once after rebooting. I uninstalled Spybot Search and Destroy because it wouldn’t maintain some of the start up settings and cookies were getting nuked by another program I have in start up (Windows Washer).
    Some other threads said to check firewall settings. I have free AVG. I went in and okay’d anything to do with iTunes. I also added the iTunes program to the list of approved processes in the AVG list and it seems iTunes is now working! Hope this helps!

    It's for windows.
    1. Press the Start Button in the (default) bottom
    left hand corner.
    2. Click on "My Computer".
    3. Click on (Default) C:.
    4. Find "WINDOWS" and open.
    5. Find "system 32" and open.
    6. Find "drivers" and open.
    7. Find "ect" and open.
    8. Find "hosts" and open.
    9. For a XP, a popup will open and show options to
    open it in.
    10. Select "Notepad" or "Word" or what ever you use
    for writing a document.
    11. At the bottom, if it says "127.0.0.1 localhost"
    C&P This Over the 127.0.0.1 localhost:
    #127.0.0.1 localhost
    #127.0.0.1 phobos.apple.com
    If it only has 127.0.0.1 phobos.apple.com, add a "#"
    at the beginning.
    12. Restart your computer.

    just updated to the latest version of itunes for windows.  i can't stream any of my radio stations and when i try to connect to the itunes store i get an error -3212 message saying i'm not connect to the internet, yet my browser works and my wireless status is ok.

    I also had this issue when one day itunes stopped working for me on windows 8...
    the error message I received first was: C:Programme files\common files\Apple\Apple Push service.dll is either not designed to run on windows or contains an error.
    followed by: ITunes not installed Error 7 (Windows error 193)
    Your response addressed how to fix this issue with earlier windows operating systems, but not for windows 8, so what ended up working for me was your advice applied a little differently. For anyone running windows 8 needing to know how to resolve this issue by repairing the Apple Application Support program, try following these simple steps - what a relief it was to have itunes working again after applying b noir's answer to the windows 8 operating system!
    1. Swipe in from the right edge of the screen, tap Settings, and then tap Control Panel.
    (If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Control Panel.)
    2. Click the Programs and Features icon.
    3. In the list of programs and features, find the Apple Application Support feature and click to select it.
    4.  In the gray title bar above it, click Repair.
    5. Approve the window prompts that follow until the repair has been completed.
    6. Relaunch iTunes.

    I had a strange variant of this issue and finally banged through to a solution.  I have an old Vista PC that I use as a music server, running ITunes 10.3.1.55. I turned off HOME SHARE to try and fix a different issue with REMOTE a few weeks ago, then could not get it re-established after, due to failed connection to the iTunes Store.
    I didn't notice nor care til I realized that turning off HOME SHARE had gotten rid of the IMPORT button when I was browsing to another library, which I use frequently to pull new music from my laptop to the server.  It is documented elsewhere that the IMPORT button comes back if you re-establish HOME SHARE.  So I tried to do that and ran into the problem with connection to the ITunes Store/mothership.
    I tried many suggestions, re-installed, etc w/o success.  Then I did below from one of the Apple docs, specifically checking off TLS.  Bingo!  I had never had it checked before, and SSL was already checked, and all my other secure connections were/are fine, but for some reason this did it.  I was able to get to the iTunes Store, re-establish my HOME SHARE and my IMPORT came back.  Interestingly, the network diagnostic under HELP still fails the SECURE LINK test, but it doesn't seem to matter.
    Another weird one solved, thanks for the leads and help here.
    Further troubleshooting steps (for Windows only)
    Correctly configure Internet Options
    Open Internet Explorer.
    On the Tools menu, click Internet Options.
    Select the Advanced tab.
    Under the Security section, look for Use SSL 3.0 and Use TLS 1.0. Make sure at least one of those two checkboxes is selected and click OK. (You can select both checkboxes).
