Messages not generating a Notification or sound

We use Messages within the office to communicate. This works particularly well as a Notification used to appear alerting us to the arrival of a message, now, under Mavericks, this no longer happens. People send me messages but neither a sound nor a notifacation are generated.

Hi,
I find the com.apple.ichat.plist  that holds the attributed Sounds against action in Messages  does not list the sound I have changed in Messages > Preferences > General section for the Messages Received Sound.
All the sounds are in the app and cannot be turned Off in the Preferences anywhere (the "Alerts Section has gone).
The Messages Received item is the only one that an be changed and has moved to the General Section.
It can be the Listed sound, System preferences Sounds or any you have in ~/Library/Sounds (But not any of the app's sounds like before).
The sound played by Message only plays when the app is not "Front".
Following your post I checked out the sound listed in Mail (Hero).
After I played it in the Preferences it too played catch up with the last arriving email and played a second time.
Previous to that it had not been playing although the Notifications had been appearing. (mail behind the Browser whilst and read and Post here).
There is obviously something inconsistent going on here but at present I have no further handle on it.
