You cannot use a UK carrier sim in Chile unless you are a UK customer and have roaming set up with the UK carrier and the Chinease carriers do not offer unlocking so I doubt the iphone is unlocked

I'm not too sure if they allow you to just buy the phone without the whole contract thingie.You cannot simply buy another iPhone 3G and put the original SIM card into it - the SIM card is 'married' to the IMEI of the iPhone when it's activated, so the old one won't work in the new phone. However, you can buy another iPhone 3G - but, you (or your friend) will need to pay the unsubsidized price, which is $399/$499 for the 8/16 GB iPhone 3G.
Alternatively, the iPhone Out-of-Warranty Service cost is $199/$299. Out-of-Warranty Service applies to iPhones that are damaged, but not catastrophically damaged (i.e. if your screen is cracked, that's fine, but if your phone is in pieces or it it's been submerged in liquid, that's not repairable and you'll need to pay the unsubsidized cost of a new phone as above). If your concern is about being without a phone, for $29 you can use the Advance Replacement Service, where Apple sends you a replacement iPhone and then you send the damaged iPhone back. I am an American living overseas. I already have an iPhone which I bought in NY with a Verizon plan, and they unlocked it for me since I am in Ukraine most of the time. Can I buy from Apple now an iPad with is unlocked to use in the US or Ukraine? Someone said I can get it with a universal part or port. Or can I get it configured for Verizon, have them unlock it as they did for my iPhone, and use it here with a local SIMcard and just buy credit through Verizon for when I am in the States? (The SIMcard appears to be the same kind, and I can just cut down my Ukrainian card again, right?)
Not sure what iOS -- whatever is newest when I buy. Probably will be in January.

Not in the US, at the present time. Apple has not started selling officially unlocked iPhone 5's in the US, & has not announced when they will.

I bought this cheap from an unknown persons. I have checked it is not in blacklist. And unlocked by apple.Those are all carrier features, so contact your cell phone provider.

Yes. But make sure you buy it at an Apple Store. Other stores selling SIM free iPhones will sell those that will usually lock to the carrier whose SIM is used to first activate the phone. Then you will be stuck.

As far as I know, all the iPhones bought online or in the Apple Store ar unlocked.
Only carriers (e.g. T-mobile, Vodafone, O2) are able to lock a phone, Apple won't do that (afaik).
This would mean that you shouldn't need to unlock your iPhone.

There are SIM cutters, but first ask your carrier if they can provide a nano-SIM. You will still keep the same phone number, and it won't affect he contract.

The device is locked to Verizon wireless not a Russian cell provider.
You can use Verizon here in the states. Get a Verizon Sim.
In out of the country use, pop in that Sim and it should work. However Verizon does not unlock for use in the USA.
And you must be a Verizon customer to get it unlocked to use in other countries. Apple claims it will work in other countries.
