My mini ipad won't power on even when completely charged.

Try resetting it. Hold the on/off and home buttons together for about 10 seconds till the Apple logo appears.
Please make sure it's completely charged when trying this.

If you have owned the device, as in purchased from Apple, less than a year then there will be no charge to repair, or most likely, replace the device. If you have had the device more than a year you will be charged an out of warranty cost for replacement ($219 I think) and that is much cheaper than a new device. If you have Applecare+ then you have an additional year of coverage and the replacement will be $49 or $79 depending on when you got the Applecare.

Could be the battery is completely drained. Use the charger that came with the iPad and plug that into a known good wall outlet. Let it charge for at least an hour. Then, while it is still plugged in reset your device. Press and hold the Home and Sleep buttons simultaneously until the Apple logo appears. Let go of the buttons and let the device restart.
If the device restarts let it remain on the charger until the battery indicates 100%. If it still will not turn on Make an appointment at an Apple Store to have your device examined by a technician. Or contact Apple Support.

My IPAD won't power up...when I connect it to my Mac is says "itunes won't connect since the IPAD is in restore mode." How do I get it out of restore mode?

You need to Restore...
1: Connect the device to your computer and open iTunes.
2: If the device appears in iTunes, select and click Restore on the Summary pane.
3: If the device doesn't appear in iTunes, try using the steps in this article to force the device into recovery mode.

First thing, see if it will boot into the Recovery Partition: Hold down Command R at restart.
If it boots up there, then it's likely that the hard drive has failed, or simply doesn't have a working system.
If it doesn't boot up there, then it's likely to be some other part of the hardware.
If it is the hard drive, then this can be replaced. You can find videos showing you how to do this on sites like ifixit.com.
Then you can just restore all your data from your backup. You do have a backup, right?

My mini iPad have no power at all, I tried to recharge it did not light or on. I tried change the lighting cable but same.

I left the ipad on the charger which was about 25 % left on the battery. When I came back after 2 hours and press the button it never came back on again. I tried different plug outlet and even bought a new lighting cable for the charger still no power.

Try to reset the device...it may have locked up.
Device Reset (won't affect settings/data/music/apps/etc)
1. Press and hold (& continue to hold) BOTH the Sleep/Wake button & the Home button.
2. Continue to hold BOTH (ignoring any other messages that may show) until you see the Apple logo on the screen.
3. Release BOTH buttons when you see the Apple logo and allow the device to boot normally.

Hi, there is a dialogue box saying 'Your rental movie has expired' and it's asking me to press ok. I press ok but nothing happens. Nothing else works because the dialogue box just stays there. Have you tried a soft reset...hold both the power and home buttons until the apple logo appears in the center of the screen and the unit restarts.

sort of issue like that. I've charged it and a day later I can't get it to turn on.

Have you tried a soft-reset to see if that gets it to boot up ? Press and hold both the sleep and home buttons for about 10 to 15 seconds, after which the Apple logo will hopefully appear - you won't lose any content, it's the iPad equivalent of a reboot.
